All Town officers shall pay into the Town Treasury all fees collected and received by virtue of their office. All fees shall be retained in the Treasury to defray Town expenses and not to be returned to the officer as payment in any form. This shall apply to fees collected for the Town and does not apply to a fee collected by a Town officer acting for a state or county agency, as authorized by MGL c. 40, § 21(13).
