All persons who shall sell, serve solicit the sale of, mix, process or prepare any alcoholic beverage at or from any bar or establishment selling alcoholic beverages from original packages or containers under a plenary retail consumption license or a plenary retail distribution license shall register with the Police Department.
Said registration with the Police Department shall be accomplished by completing or furnishing the following:
A. 
An application for identification card, which application shall contain such information as the usual specifics of personal identification, date and place of birth, address, other employment and such other information as deemed necessary and proper by the Chief of Police to aid and assist in proper enforcement or the law.
B. 
A set of fingerprints and a photograph to be taken by or under supervision of the Police Department.
All persons required to register under this article shall be required to have in their possession at all times when in or about the licensed premises an identification card on a form furnished by the Police Department.
A. 
The license period shall be for one year from May 1 through April 30.
B. 
The fees for the issuance of or renewal thereof are as follows:
(1) 
Initial registration and identification card fee: $25.
(2) 
Annual renewal fee: $15.
(3) 
Replacement of lost identification card: $15.
C. 
The fees shall not be prorated.
The enforcement of the provisions of this section shall be under the control of the Police Department.

Every person found guilty of violating any of the provisions of this article and/or any bar or establishment that sells alcoholic beverages under either a plenary retail consumption license or under a plenary retail distribution license which employs the person found guilty of violating any of the provisions of this article shall be liable for a fine of not less than $100 nor more than $500 or may be imprisoned in the county jail for a period of not more than 30 days, or both.
