[Adopted 3-16-1982 by Ord. No. 555-82 as Sec. 6-5 of the 1982 Revised General Ordinances (Ch. 277, Art. I, of the 1993 Code)]
Any owner or tenant of lands or premises abutting or bordering on any public street in the Township shall remove all snow and ice from the abutting sidewalks of such streets or, in the case of ice which may be so frozen as to make removal impracticable, cause the same to be thoroughly covered with sand or ashes, within 12 hours of daylight after the same shall fall or be formed thereon.
No person, nor the owner, tenant or occupant of any premises abutting on any street, shall throw, place or deposit any snow or ice into or upon any street in the Township, it being the intent and purpose of this provision to prohibit all persons from throwing, casting, placing or depositing snow and ice, which accumulated within the private property belonging to the person, upon the sidewalks or streets of the Township.
In case such snow or ice shall not be removed from such sidewalks or shall be cast, deposited thereon or placed upon the sidewalks or street by the owner, tenant or occupant of any premises, the same shall be removed under the direction of the Department of Public Works, and the cost of such removal, as nearly as can be ascertained, shall be certified to the Township Committee. The Township Committee shall examine such certification and, if found to be correct, shall cause such cost to be charged against the real estate so abutting or bordering upon the sidewalks or street and the amount so charged shall become a lien and a tax upon the real estate or land and be added to, recorded and collected in the same manner as the taxes next to be levied and assessed upon the premises, and shall bear interest and be enforced and collected by the same officers and in the same manner as other taxes. The imposition and collection of a fine imposed by the provisions of this article shall not constitute any bar to the right of the Township to collect the cost as certified for the removal of snow or ice in the manner herein authorized.
[Added 9-21-1993 by Ord. No. 923-93]
For violation of any provision of this article, the maximum penalty, upon conviction, shall not exceed the maximum penalties set forth in Chapter 1, General Provisions, Article III. Each and every violation of any provision of this article shall be considered a separate violation and shall subject the person so charged to the maximum penalty.
[Adopted 3-21-1995 by Ord. No. 978-95 (Ch. 277, Art. II, of the 1993 Code)]
No owner or operator of premises having parking spaces reserved for handicapped drivers and no tenant, contractor or other person may block access to such parking stalls reserved for handicapped drivers by the plowing, hiring or placement of snow or ice in such spaces.
Any owner, operator or tenant who violates this article shall be asked to remove the snow or shall be billed for the cost of snow removal by the Township. This does not preclude any additional fines which may be assessed pursuant to the codified ordinances of the Township in Chapter 1, General Provisions, Article III.
