No person shall be hired for employment in any
department except upon resolution or motion duly adopted by the Council
and except, further, that any autonomous board which has the power
by statute to hire personnel shall not be subject to the within provision.

Unless approved by the members of the governing body and provided
that no other qualified individual is willing to accept the subject
position after diligent inquiry is made, no member of the governing
body, nor any member of such governing body's member's immediate
family, shall be employed for compensation for any activities or programs
under the jurisdiction of the governing body or for any activities
or programs under the jurisdiction of any board appointed by the governing
body. The term "employed," for the purpose of this section, shall
mean either an employee or a consultant or a contractor. Unless approved
by the members of the governing body, no appointee to any board, nor
a member of such appointee's immediate family, shall be employed
for compensation for any activities or programs under the jurisdiction
of the board to which he or she is appointed.
