The Borough Council shall create by ordinance any office or position and authorize the filling of it.
A. 
An application for employment form, obtained at the office of the Borough Clerk, shall be completed by each person applying for a position with the Borough.
B. 
The department head will conduct a preliminary interview with each applicant and apprise him/her of personnel policies, conditions of employment, salary range and benefits and duties of the position and, if the applicant seems qualified, refer him/her to the Business Administrator. If the position under consideration is for that of a department head, the Business Administrator will act pursuant to the foregoing.
C. 
If the department head and/or the Business Administrator, following his/her interview, concludes that the applicant meets the qualifications for the opening, he/she will conduct a reference investigation and check of previous employment. If such information is favorable, he/she will recommend the appointment to the Borough Council.
D. 
If the Borough Council is in agreement with the Business Administrator's recommendation, the Business Administrator will arrange for a physical examination, if necessary, for the applicant at the Borough's expense.
E. 
The appointment of the applicant will be referred to the Mayor and Council for final action, including the amount of salary to be paid.
F. 
If approved by the Mayor and Council, the Administrator will so notify the applicant, advise him/her of his/her starting date and arrange for him/her to report to his/her office to complete the necessary employment formalities.
G. 
The Borough Clerk will check all papers for completeness and set up a personnel history file for the employee.
H. 
Each new employee shall be considered as being on trial or probation for the first six months of employment, which may be extended by the Borough Council for an additional three months, and shall be so advised when his/her appointment is made, and he/she may be dismissed without explanation during or at the end of that period.

Part-time temporary employees working on an hourly basis when first employed will complete an application for employment, and the personnel record file will be established in the Borough Clerk's office.
The official workweek, except for elected officials, department heads, the Borough Clerk, Deputy Borough Clerk, Police Chief, Superintendent of Public Works and Borough Treasurer and those employees whose employment does not require attendance for a full day, is a five-day, thirty-five-hour week, unless otherwise provided by resolution of the governing body in particular cases.
Hours of work of all departmental units shall be determined by the department head and approved by the Borough Council. Each department head shall have the power to alter or extend such hours of work to meet emergency, unusual or unforeseen conditions.
Accurate and complete time and attendance records will be maintained by each departmental unit of the Borough. The head of the department will certify as to the accuracy of the time and attendance records to the Borough Clerk at the end of each pay period.

All Borough employees are to be at their assigned posts ready for work as specified by the department head, unless on vacation, leave of absence or absent for a good cause.
B. 
Being punctual is of the utmost importance; consequently, any lateness and the reason for it will be noted on the time record. Recurring or chronic lateness will be referred to the Business Administrator for appropriate action.
C. 
It is the responsibility of each employee to notify his or her department head and the Borough Administrator without delay if he or she will be absent from or delayed in reaching his or her assigned post. Failure to report when absent is a serious offense which cannot be tolerated and may lead to disciplinary action or dismissal by the Borough Council.

A. 
Lunch periods shall be specified by the department head, making certain that duty stations will be covered during the period. The normal time allowed for lunch for employees in Borough offices is one hour. Tardiness in returning from lunch is not permitted unless authorized in advance by the department head.
B. 
A ten-minute coffee break is permitted between 10:00 a.m. and 11:00 a.m. and between 2:30 p.m. and 3:30 p.m. Arrangements shall be made for manning of all departments during coffee breaks.
A. 
Overtime work will be kept to a minimum and, except in cases of emergency, must be authorized in advance by the department head. Records will be kept of all overtime and filed with the Borough Clerk and Treasurer at the end of each pay period.
B. 
Employees who incur overtime may be granted equal time off in lieu of overtime compensation at such time as is arranged with and approved by the department head, subject, however, to applicable federal and state statutes.
