Trucks over four tons' gross weight are hereby excluded from the streets or parts of streets described in Schedule V, except for the pickup and delivery of materials on such streets, Schedule V (§ 169-35) being attached to and made a part of this chapter.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
LOW-SPEED VEHICLE (LSV)
As defined by N.J.S.A. 39:1-1 et seq., and any successor or amendatory statute thereto, which is presently defined as "a four-wheeled low-speed vehicle, as defined in 49 CFR 571.3(b), whose attainable speed is more than 20 miles per hour but not more than 25 miles per hour on a paved level surface and which is not powered by gasoline or diesel fuel and complies with federal safety standards as set forth in 49 CFR 571.500."
B. 
Operation of low-speed vehicles. The operation of a LSV on public roads or highways under the jurisdiction of North Haledon is hereby prohibited, subject to the provisions of Subsection C below.
C. 
Exceptions.
(1) 
Notwithstanding Subsection B above, pursuant to N.J.S.A. 39:4-31.1d, a LSV may enter an intersection and cross any public road or highway under the jurisdiction of the Borough of North Haledon only at signalized intersections or such nonsignalized intersections as the municipality determines are appropriate for such crossing.
(2) 
LSVs owned and/or operated by the Borough of North Haledon shall be permitted to be operated on any public road or highway under the jurisdiction of the Borough of North Haledon.
(3) 
Under any circumstance in which an operator of the LSV may be permitted to operate a LSV within the Borough of North Haledon, said operator shall adhere to the provisions of Title 39 of the New Jersey Statutes.[1]

D. 
Safety requirements. LSVs must meet the following federal and state safety standards:
(1) 
Federal safety requirements: 49 CFR 571.500 and any successor or amendatory regulation thereto.
(a) 
When tested in accordance with test conditions in S6 and test procedures in S7, the maximum speed attainable in 1.6 kilometers (1 mile) by each LSV shall not be more than 40 kilometers per hour (25 miles per hour).
(b) 
Each LSV shall be equipped with:

Headlamps;
[2] 
Front and rear turn signal lamps;
[3] 
Tail lamps;
[4] 
Stop lamps;
[5] 
Reflex reflectors: one red on each side as far to the rear as practicable, and one red on the rear;
[6] 
An exterior mirror mounted on the driver's side of the vehicle and either an exterior mirror mounted on the passenger's side of the vehicle or an interior mirror;
[7] 
A parking brake;[2]

Effective November 1, 2006, a windshield that conforms to the federal motor vehicle safety standard on glazing materials (49 CFR 571.205);
[9] 
A VIN that conforms to the requirements of 49 CFR Part 565, Vehicle Identification Number (VIN) Requirements; and
[10] 
A Type 1 or Type 2 seat belt assembly conforming to 49 CFR 571.209, Federal Motor Vehicle Safety Standard No. 209, Seat belt assemblies, installed at each designated seating position.
(2) 
State safety requirements: N.J.S.A. 39:4-31.2 and any successor or amendatory statute thereto. LSVs operated upon any public road or highway in this state shall be maintained in proper condition and comply with the equipment requirements and standards as set forth in 49 CFR 571.500 (above), as amended and supplemented, and the additional equipment listed:
(a) 
Brakes adequate to control the movement of and to stop such vehicle.
(b) 
An odometer.
(c) 
A speedometer.
(d) 
The original manufacturer's vehicle identification number die stamped upon the body or frame, or either or both of them, of the vehicle or the original manufacturer's vehicle identification number die stamped upon the engine or motor of the vehicle (VIN).
(e) 
A safety information decal provided by the manufacturer, affixed in a conspicuous place on the rear of the vehicle, which shall display in prominent lettering "25 mph vehicle."
E. 
Violations and penalties. Any person operating a LSV without the equipment prescribed in Subsection D above shall, upon conviction, be fined for each violation as provided in N.J.S.A. 39:3-79 and any successor or amendatory statute thereto. Any person operating a LSV within the Borough of North Haledon who does not adhere to the provisions of Title 39 of the New Jersey Statutes shall be charged under that title for violations thereof and be liable for penalties imposed thereunder.
The streets or parts of streets described in Schedule VI (§ 169-36), attached to and made a part of this chapter, are hereby designated as one-way streets in the direction indicated.
Pursuant to the provisions of N.J.S.A. 39:4-140, the streets or parts of streets described in Schedule VII (§ 169-37), attached to and made a part of this chapter, are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through street, except where yield signs having sides 36 inches in length are provided for in the designations.
Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in Schedule VIII (§ 169-38), attached to and made a part of this chapter, are hereby designated as stop intersections. Stop signs shall be installed as provided herein.

Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in Schedule VIII (§ 169-38), as hereinbefore amended and made a part of the within chapter, are hereby designated as multiway stop intersections. Stop signs shall be installed as provided herein.
Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in Schedule IX (§ 169-39), attached to and made a part of this chapter, are hereby designated as yield intersections. Yield signs having sides 36 inches in length shall be installed as provided therein.

The mid-block crosswalk(s) described in Schedule XVIII (§ 169-48), attached to and made part of this chapter, are hereby designated as mid-block crosswalk(s) in accordance with the provisions of N.J.S.A. 39:1-1.
The locations described in Schedule X (§ 169-40), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XI (§ 169-41), attached to and made a part of this chapter, are hereby designated as taxi stands.[1]

No person shall make a left turn at any of the locations described in Schedule XII (§ 169-42), attached to and made a part of this chapter.

No person shall make a left turn or travel across the intersecting street at any of the locations described in Schedule XVII, attached to and made a part of this chapter.
No person shall make a U-turn at any of the locations described in Schedule XIII (§ 169-43), attached to and made a part of this chapter.
No person shall make a turn at any of the locations described in Schedule XIV (§ 169-44), attached to and made a part of this chapter.
No person shall turn a vehicle to make a right turn when facing a steady red signal (stop indication) at any of the locations designated in Schedule XV (§ 169-45) whenever an official sign is present prohibiting such a turn on the red signal.

A. 
The speed limit on all Borough-owned roads in the Borough of North Haledon is hereby established at 25 miles per hour. The speed limit on Passaic County-owned roads in the Borough of North Haledon shall follow the provisions of § 169-46, Schedule XVI, Speed Limits of the Borough Code of the Borough of North Haledon.

B. 
Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits.
