[HISTORY: Adopted by the Mayor and Council of the Borough of North Haledon as Ch. 43 of the 1990 Code; amended in its entirety 9-15-1993 by Ord. No. 18-1993. Subsequent amendments noted where applicable.]
The purpose of this chapter is to regulate all games of chance held, operated or conducted within the Borough, pursuant to the Acts of the Legislature of the State of New Jersey known as the "Bingo Licensing Law" and the "Raffles Licensing Law,"[1] and in accordance with the rules and regulations issued or to be promulgated by the Legalized Games of Chance Control Commission in the Department of State of the State of New Jersey. All applications, licenses and proceedings in connection therewith shall be subject to the provisions of the Acts and the rules and regulations, and any laws, rules and regulations hereafter enacted, and shall be further subject to the provisions of this chapter.

No license to conduct a game of chance as authorized by law shall be issued to any organization not having a bona fide situs established in good faith within the Borough and actively engaged in serving one or more of the authorized purposes as defined by the rules and regulations of the Legalized Games of Chance Control Commission.
In accordance with state law, licensed organizations are authorized to hold and operate games of chance commonly known as "bingo" or "lotto" and "raffles" on Sundays.

The Borough Clerk shall be authorized to approve the granting of any license issued under this chapter and shall include said approval in the Clerk's next monthly report to the Mayor and Council.
