As used in this article, the following terms
shall have the meanings indicated:
All individuals, partnerships, corporations, owners, tenants,
lessees, occupants, associations and organizations residing, owning
or operating, managing, leasing or occupying any premises or business,
commercial or industrial, within the Borough of North Haledon and
served by a municipal solid waste collection service.
Newsprint-grade paper which is printed and distributed daily
or weekly that contains news. The recycling of such material excludes
soiled paper.

A.
On and after the effective date of this article, it
shall be mandatory for all persons to separate used newspapers from
all other solid waste produced in or disposed of by such residential
or nonresidential uses. Used newspapers shall be disposed of in tied
bundles or paper bags not exceeding 12 inches in height.

B.
On the dates set forth in the regulation promulgated
hereunder, said bundles and bags shall be placed at curbside for collection
by such agent or certain designated firms specifically authorized
by the Borough to make such collection.
C.
Where used newspapers are used to wrap solid waste,
they may be discarded or disposed of for collection with the usual
solid waste.
D.
From the time of placement at the curb by any person
of used newspapers for collection by the Borough of North Haledon,
in accordance with the terms hereof, such materials shall be and become
the property of the Borough of North Haledon or its authorized agent,
and it shall be a violation on this article for any person not expressly
authorized by the Borough to collect or pick up or cause to be picked
up any such recyclables. Each collection in violation hereof from
one or more residences shall constitute a separate and distinct offense
punishable as hereinafter provided.
E.
No person, firm or corporation, except as authorized
pursuant to this article, shall pick up recyclables at curbside.
This article is in no way intended to prohibit
separate newspaper drops or other recycling drives by charitable organizations
approved by the Borough of North Haledon on days other than those
designated for collection by the Borough.
The governing body of the Borough of North Haledon
is hereby authorized and directed to establish and promulgate reasonable
regulations as to the manner, days and times for the collection of
used newspapers in accordance with the terms hereof. The Borough Council
may, by majority vote, change, modify, repeal or amend any portion
of said rules and regulations.

This article shall be enforced by any duly designated
agent or officer authorized by resolution of the governing body of
the Borough of North Haledon.
A.
The governing body of the Borough of North Haledon
shall, by bid and contract, establish the destination for all municipally
collected used newspapers.

B.
Receipts from all sales of used newspapers, whether
by the municipality or a duly authorized volunteer or charitable organization,
shall be recorded by the Treasurer and reported to the appropriate
state agency for rebate.
