The owners of property fronting on any street or sidewalk in the Borough shall remove all obstructions, encroachments, encumbrances and nuisances from that portion of the street or sidewalk directly in front of the owner's property and shall thereafter keep the streets or sidewalk free from all obstructions, encroachments, encumbrances and nuisances.
No owner or tenant or other person within the Borough shall put or deposit any litter or impediment in or upon any private property or public street, sidewalk or gutter, whereby such private property or public street, sidewalk or gutter may be rendered unsightly in appearance or detrimental to the health, safety and welfare of the public.

Any person who violates any provision of this article shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty. Each day that a violation is permitted to exist shall constitute a separate offense.
