At the first meeting after their election, the Commissioners
shall choose one of their number to preside at all meetings of the
Board, who shall be designated the Mayor. The Mayor shall be President
of the Board and shall preside at its meetings, supervise all departments
and report to the Board for its action all matters requiring the attention
of the Board or any department. The Mayor shall not have the power
to veto any measure.
A.Â
Position established. There is hereby established the position of
secretary to the Mayor.
B.Â
Qualifications.
(1)Â
Such person shall be capable of rendering all pertinent services
required by the Mayor, including but not limited to typing, stenographic
duties, clerical work, some elements of troubleshooting, working with
the public, scheduling appointments, drafting correspondence, memoranda,
statements and other documents.
(2)Â
Such person preferably shall have five years of responsible experience
in the capacity of a secretary to an executive or administrative officer
in a public or private organization, or other related experience.
C.Â
Appointment. The secretary shall be appointed by the Mayor at a salary
within the range established by the then current Salary Ordinance.
A.Â
Establishment of position. There shall be the position of Municipal
Emergency Management Coordinator in the City, who shall be under the
direction of the Office of the Mayor and who shall direct the Office
of Emergency Management.
B.Â
Qualifications. The requirements of municipal Emergency Management
Coordinator shall be as follows: ability to read, write and understand
English sufficiently to perform the duties of this position; possession
of a valid New Jersey driver's license; some knowledge of the
problems, methods and procedures involved with disaster control; ability
to plan, develop, organize, install and supervise disaster control
and related functions; to give suitable assignments and instructions;
and to direct the establishment and maintenance of suitable records
and files.
C.Â
Duties. It shall be the duty of the municipal Emergency Management
Coordinator to plan, organize and develop disaster control programs
and procedures for the City; establish and maintain a municipal control
center; integrate municipal civil defense organization with that of
the county and state organizations; confer with county and state organizations
on the development and implementation of mutual aid programs; plan
and develop a comprehensive training program for municipal staff personnel
in accordance with federal and state criteria; and select voluntary
personnel from within the municipality.

Establishment. There is hereby established the classified position
of Director of Public Relations under the direction of the Mayor and
the Administrator.
B.Â
Qualifications. The Director shall possess the education, experience,
skills and training necessary to perform the duties of the position.
C.Â
Appointment. The Director shall be appointed by the Mayor, pursuant
to the New Jersey Department of Personnel rules and regulations.
D.Â
Salary. The salary for the Director of Public Relations shall be
as set forth in the annual Salary Ordinance.
E.Â
Responsibilities. Under the direction and supervision of the Board
of Commissioners and the Administrator, the Director shall:
(1)Â
Serve as spokesperson for the Board of Commissioners.
(2)Â
Plan public information programs which function to:
(a)Â
Make available to the public or affected groups complete information
about the work of the City.
(b)Â
Disseminate information in an easily understandable manner.
(c)Â
Create and maintain a favorable public image.
(d)Â
Maintain liaison with organizations especially interested in
the work of the City in order to assure public understanding of the
City's programs.
(3)Â
Write and edit copy; review and evaluate for policy, content and
style informational and promotional materials such as press releases,
publications, radio and television programs and photographs; and assess
the value and effectiveness of written material in achieving the City's
information and program objectives.
(4)Â
Arrange and direct press conferences and radio and television interviews
of the Board of Commissioners.
(5)Â
Select appropriate subject matter; collect data relating to issues
from varied sources, draw reasonable conclusions therefrom; and make
use of facts pertinent to specific cases in clear, concise and informative
articles and news releases for publication.
(6)Â
Arrange for and/or conduct meetings and public contract programs
to familiarize residents, community groups, business concerns, nonprofit
organizations and other governmental agencies most actively interested
in the activities of the City; and may select speakers for public
meetings.
(7)Â
Conduct or oversee public surveys and other information-gathering
activities designed to identify public or consumer interests, attitudes
and habits.
(8)Â
Interact with citizens, citizen groups, City departments, boards
and agencies, other municipalities, agencies, commissions, counties
and congressional, United States Senate, State Assembly and State
Senate offices.
(9)Â
Perform any and all tasks assigned by the Board of Commissioners
or the Administrator.

A.Â
The fee for the performance of a marriage or civil union ceremony
by the Mayor shall be paid to the Mayor of Union City. This fee shall
be in addition to any other compensation paid to the Mayor.
B.Â
The Mayor shall be reimbursed for any out of pocket expenses incurred
in connection with the performance of the wedding or civil union ceremonies.
C.Â
The Salary Ordinance is hereby amended to be consistent with this
section.
