A. 
Established; term. There is hereby established the position of Deputy Director in the Department of Public Safety pursuant to N.J.S.A. 40:72-9. The Deputy Director shall serve during the term and at the pleasure of the Director.
B. 
Duties. The Deputy Director shall assist the director in organizing, developing, directing, supervising and performing the work involved in the management of the Department. The Deputy Director shall assist the Director in developing and preparing the departmental budget, operational policy, work programs and budgetary policies; evaluate the effectiveness of work programs and procedures of all units within the Department; promote close coordination of planning efforts; develop effective work methods for subordinates; undertake special studies pertaining to Department functions; establish and maintain helpful and cooperative relations with civic and business organizations; and perform any other duties assigned to him/her by the Director. In the absence of the Director, the Deputy Director shall serve in his/her capacity, but shall not be authorized to act at meetings of the Board of Commissioners.
C. 
Qualifications. The Deputy Director shall have relevant experience in public or private organization. Persons with mental or physical disabilities are eligible as long as they can perform the essential functions of the job after reasonable accommodation is made to their known limitations. If the accommodation cannot be made because it would cause the employer undue hardship, such persons may not be eligible.
A. 
Urban Enterprise Program Coordinator.
(1) 
Established; term and salary range. There is hereby established the position of Urban Enterprise Zone Program Coordinator in the Department of Public Safety. The urban enterprise zone program coordinator shall serve during the term and at the pleasure of the Mayor.
(2) 
Duties. The Coordinator shall organize, direct and supervise the retail and service establishments along Bergenline Avenue and Summit Avenue to improve UEZ conditions for both merchants and shoppers.
(3) 
Qualifications. The Coordinator shall have specific experience and ability to administer such a program. This experience should include knowledge of the state's urban enterprise zone regulations and extensive experience in economic development activities involving retail and service establishments. The Coordinator should be bilingual and have a very in-depth knowledge of the community and experience in areas of government/public sector relations.
B. 
Urban Enterprise Zone (UEZ) Development Corporation.
(1) 
Authority granted to create UEZ Development Corporation. The City is hereby authorized to create a nonprofit corporation to the be known as the "UEZ Development Corporation of the City of Union City," and the Corporation Counsel to the City is hereby authorized to execute a certificate of incorporation containing provisions authorized by and consistent with this Subsection B.
(2) 
Purpose of UEZ Development Corporation. The purpose of the corporation to be included in the certificate of incorporation shall include the following:
(a) 
To monitor, administer and implement the zone development plan approved by the Board of Commissioners of the City.
(b) 
To formulate and draft proposals for projects for public improvement of the UEZ or to increase eligible municipal services in the UEZ, as set forth in the New Jersey Urban Enterprise Zones Act, hereinafter called the Act, under N.J.S.A. 52:27H-88.
(c) 
To procure funding for projects for public improvement of the UEZ or to increase eligible municipal services from moneys deposited in the Enterprise Zone Assistance Fund and credited to the account maintained by the State Treasurer for the UEZ in the City by submitting proposals for the projects for public improvement or to increase eligible municipal services to the New Jersey Urban Enterprise Zone Authority, only after such proposals have been jointly adopted after public hearing by the Board of Commissioners and the UEZ Development Corporation, as provided in the Act, under N.J.S.A. 52:27H-88.
(d) 
To utilized the expertise of the UEZ coordinator in formulating and drafting proposals for projects for public improvement of the UEZ or to increase eligible municipal services in the UEZ.
(e) 
To monitor, administer and implement projects for public improvement of the UEZ or to increase eligible municipal services in the UEZ for which funding from the enterprise zone assistance fund has been procured.

There shall be assigned to the office of the Director of Public Safety a City Engineer who shall be appointed for a three-year term as an independent contractor to the City. The City Engineer shall be compensated based upon an annual stipend of $1,000 payable in four quarterly installments.
