It shall be unlawful for any person, association or corporation to establish a junkyard within the Village without first having obtained the permission of the Board of Trustees. For purposes of this chapter, a junkyard shall consist of any place upon which three or more inoperative vehicles, which are not currently registered under the laws of any state, are maintained or upon which an unreasonable quantity of durable waste material has been permitted to accumulate. Such prior permission of the Board of Trustees may be granted under any conditions which the Board deems it necessary or desirable to impose in order to protect or promote the health, safety or welfare of the Village.
Any violation of any provision of this chapter shall be punishable by a fine of not more than $100 for each offense. Each day that a violation shall be knowingly continued shall constitute a separate offense.
