A. 
The parking of vehicles is hereby prohibited on all highways within this Village between 2:00 a.m. and 6:00 a.m. from November 1 to April 1, except that this prohibition will apply all year on:
(1) 
Main Street from its intersection with River Street to its intersection with Pine Boulevard.
(2) 
Pioneer Street from its intersection with Lake Street to its intersection with Church Street.
B. 
The parking of vehicles is hereby prohibited in the Doubleday Field Parking Lot between 2:00 a.m. and 6:00 a.m. from November 1 to April 1, except in the area along the west side of said parking lot, which area will be designated by signs.
C. 
Overnight parking, between the hours of 2:00 a.m. and 6:00 a.m., will be prohibited in the Village-owned spaces in the parking lot behind the Village of Cooperstown Fire Hall, Chestnut Street, except for those vehicles owned by emergency responders parked only during the performance of their duty.

Fire Department. Parking shall be reserved for Cooperstown Fire Department firefighters and EMS personnel in the following locations:

On the west side of Chestnut Street from the driveway leading to the rear of the Fire Hall south to the paved area in front of the Fire Hall.
(2) 
On the east side of Chestnut Street between the two driveways serving the parking lot, formerly a service station at 29 Chestnut Street.
(3) 
In the parking lot located behind the Cooperstown Fire Department at 24 Chestnut Street, and the area is designated as a tow-away zone for any parking other than by members of the Cooperstown Fire Department.
D. 
Fowler Way parking lot.

(1) 
During the period from the day following Columbus Day until the Friday before Memorial Day, the following regulations will be in effect: Parking shall be reserved for buses and RV/boat trailers on the east side of parking lot as delineated by signage located in the Village-owned portion of Fowler Way parking lot located behind the Cooperstown Chamber of Commerce and further identified by Tax Map No. 131.06-2-14.01. Parking shall be reserved for passenger vehicles and RVs on the west side of the lot as delineated by signage, and on the north end of the same lot parking shall be reserved for passenger vehicles. Three fifteen-minute parking spaces shall be designated on the south side (facing north) of said lot and one shall be designated for handicapped accessibility only. Overnight parking for passenger vehicles shall be permitted from the day following Columbus Day until the Friday before Memorial Day. From November 1 through April 1, overnight parking for passenger vehicles may be permitted only in the area of this lot to be designated for overnight parking by appropriate signage.
(2) 
During the period from the Saturday before Memorial Day to Columbus Day, the following regulations will be in effect: Parking shall be reserved for passenger vehicles only in the parking lot located in the Village-owned portion of the Fowler Way parking lot located behind the Cooperstown Chamber of Commerce and further identified by Tax Map No. 131.06-2-14.01. Only passenger vehicles that have a Village of Cooperstown issued parking permit may park in the lot, with the exception of three 15-minute parking spaces designated on the south side (facing north) of said lot and one designated for handicapped accessibility only. Parking in the lot is prohibited between the hours of 2:00 a.m. and 5:00 a.m.
E. 
Parking shall be reserved for delivery truck unloading Monday to Saturday, 6:00 a.m. to 12:00 p.m. in the following locations. Outside of those days and times, these locations shall accommodate vehicular parking in conformity with regulations elsewhere in this chapter.

The parking of vehicles with a total length of more than 20 feet, including trailers, is hereby prohibited throughout the Village except where specifically designated.
A. 
Authorization; methods; responsibility for expense.
(1) 
The Chief of Police shall have the power and authority to provide for the removal, immobilization and storage of vehicles parked in violation of any statute, ordinance, local law, rule or regulation and of vehicles on which there are outstanding traffic warrants or fines for parking violations.
(2) 
Such vehicles may be removed, immobilized and stored by or under the direction of a member of the Police Department by means of towing or other means of removal, securing by use of a wheel lock or other immobilization device and storage at a public or private impound lot as designated by the Chief of Police.
(3) 
Such removal, immobilization and storage shall be at the expense and risk of the owner of the vehicle.
B. 
Notice and warning to owner. When an immobilization device is used, the Police Department or its agent shall attach to the vehicle, in such form as directed by the Chief of Police, a notice containing the following information:
(1) 
Location and identifying characteristics of the vehicle.
(2) 
Date and time of the placement of the device and signature of the installer.
(3) 
Notice that further parking restrictions will be waived during the immobilization period.
(4) 
Notice that any person tampering with or otherwise attempting to remove the device or the vehicle will be subject to prosecution and liable for any loss to the Village.
(5) 
The steps which the owner must take in order to obtain release of the vehicle.
(6) 
Such other information, statements, notices and warnings as the Chief of Police shall from time to time determine.
C. 
Tampering with or attempting removal of immobilized vehicles. Any attempt by any person to tamper with, deface, remove or destroy an immobilization device or to move by any means a vehicle towed or secured as herein provided may result in the prosecution of such person for an offense separate from and in addition to the parking violation; in addition, such person shall be liable for any loss suffered by the Village as the result of any such attempt.
D. 
Payment of fines; release of vehicle.
(1) 
Any vehicle immobilized as herein provided shall be released to its owner upon payment of outstanding fines or notice from the Village Court that the violations have been answered to its satisfaction and the payment of a fee to assess the cost of securing the removal of the device, said fee shall be set by the Board of Trustees.
(2) 
Any vehicle removed and stored as herein provided shall be released to its owner upon payment of outstanding parking fines or notification from the Village Court that the violations have been answered to its satisfaction and payment of removal and storage fees as determined by the business which provided said service.
