A. 
A Parks and Recreation Board of Chartiers Township, Washington County, Pennsylvania, is hereby created, which shall consist of nine members representing the interests of the public as follows:

(1) 
Two members representing the Chartiers Houston School Board.[1]

One member representing the seniors of the Township.

One member representing the youth athletic programs.
(4) 
Five members representing the different geographic areas of the Township.[2]

B. 
The members of the Board shall be appointed by the Supervisors of the Township and shall serve for terms of five years or until their successors are appointed, except that the members of such Board first appointed shall be appointed for such terms that the term of not more than two members shall expire annually thereafter. To accomplish this, one member will be appointed for one year, two members will be appointed for two years, two members will be appointed for three years and two members will be appointed for four years. Members may be reappointed at the end of their terms if so desired. Vacancies in such Board occurring otherwise than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments. Future appointments will be made from recommendations of the Parks and Recreation Board following the above guidelines.[3]

A. 
The members of the Board shall elect their own Chairman, Secretary and Treasurer and select all other necessary officers to serve for a period of one year. The Board shall have the power to adopt rules and regulations for the conduct of all business within its jurisdiction as set forth, which includes the right to recommend the need for recreation personnel required to carry out the provisions of Article XIX of the Second Class Township Code (53 P.S. § 66901 et seq.).[1] All hiring and discharging of personnel will be the responsibility of the Supervisors of the Township.

B. 
The Board shall have the right to name Parks and Recreation subcommittees to work on various activities. All names of these members should be submitted to the Supervisors of the Township for their formal appointment in order to cover these individuals under the liability of the Township.
It shall be the duty of the Board and its executives to submit an annual plan to the Supervisors of the Township outlining the activities and events to be considered throughout the year. A proposed budget of estimated expenses should accompany this plan and should be submitted by no later than October 31 of the preceding year.
It shall be the duty of the Board and its executives to submit an annual report to the Supervisors of the Township including an analysis of the community recreation areas, facilities and leaderships, with particular reference to the extent and adequacy of the program and its effectiveness in view of the public expenditures involved and the public needs to be met.
The Board may recommend the employment of play leaders, recreation directors, supervisors, superintendents, or any other officers or employees as they deem proper to the Supervisors of the Township for their approval and appointment.
The Board shall have the authority to equip, supervise and maintain parks, recreation areas and facilities and to conduct recreation programs; provided, however, that said Board shall not incur any indebtedness, without prior approval by the Supervisors of the Township, in the exercise of the authority herein granted.
Any expenditures by the Board and any activity sponsored by or participated in by the Board shall be preapproved by the Supervisors of the Township. A Parks and Recreation Board special account shall be set up within the Township, and all expenditures and revenues collected shall be processed through the Township Treasurer.
