Where the Planning Commission recommends and the Board of Supervisors finds that extraordinary hardships may result from strict compliance with this chapter, they may modify or waive the requirements of this chapter so that substantial justice may be done and the public interest secured, provided that such modification or waiver will not have the effect of nullifying the interest and purpose of this chapter.

In granting waivers and modifications, the Planning Commission and Board of Supervisors may require such conditions as will, in its judgment, secure substantially the objectives of the standards or requirements so waived or modified. The granting of waivers and modifications by the Planning Commission shall be conditional and subject to the final approval of the Board of Supervisors.

All requests for a modification shall be in writing and shall accompany and be a part of the application for development. The request shall state in full the grounds and facts of unreasonableness or hardship on which the request is based, the provision or provisions of the ordinance involved and the minimum modification necessary.
