The accounting records of the Borough of Mars for the fiscal year 1971, and annually thereafter, shall be examined and audited by an independent Auditor who shall be and is hereby appointed in the manner set forth in § 5-2 hereof.
A designated independent Auditor shall be appointed by resolution of Council before the close of the 1971 fiscal year to make an independent examination and audit of the accounting records of the Borough for said fiscal year and to perform all other duties and exercise the powers conferred by the Borough Code.[1]
