The Borough properties shall be open from sunrise to sunset, unless otherwise posted, or pursuant to other rules and regulations or ordinances concerning other facilities of the Borough. No person, organization or association without an official permit from the Borough, other than authorized employees of the Borough, shall be, remain, or loiter on the properties under any circumstances during the hours the properties are closed.
No person, organization or association without an official permit shall set or maintain any fire, including in stoves, grills, fireplaces, and areas designated by the Borough.
No animals, domestic or otherwise, or pets are permitted in the parks. No animals or pets, domestic or otherwise, are permitted on the properties at any time.
No person or persons, association or organization shall post any signs or solicit, peddle, or offer any articles for sale or services for hire within the properties or set up any stand or booth for such purpose without an official permit from the Borough.
Any organization, association or individual using the Borough's properties are responsible for the removal of garbage at the end of each event. Under no circumstance may garbage remain past the close of the property on the day of the event. All garbage will be deposited in the refuse cans provided or by other arrangements made by the person, organization or association. Scattering, dropping, dumping or leaving any trash, litter or any substance of any kind by any person or organizations is prohibited. Any organization not following the regulations will be charged a fee for the cleanup of the area, and their future use of the field will be reviewed at that time.
The following acts are specifically prohibited:
A. 
To intentionally break, cut down, remove, or in any manner defect, by writing on or otherwise, any trees, plants, buildings, fences, playground equipment, or any Borough property.
B. 
To remove, disturb, interfere with, or take any natural growing plants, shrubs, or trees on Borough property.
C. 
To misuse or attempt to damage or destroy any Borough property.
D. 
To deface or destroy any notices, rules or regulations posted in any of the parks or properties.
E. 
To erect or build any temporary or permanent structure without the written authorization of the Borough.
F. 
To modify, adapt, change, add or delete any present structure or facility without the written authorization of the Borough.
G. 
To possess or consume alcoholic beverages of any kind in, on or about any of the Borough properties.
Official permits authorizing the use of the Borough properties shall be issued by the Chairperson of the Parks and Recreation Committee or Borough Council.
Any person, organization or association violating any of the above general rules and regulations shall be punishable for each offense by a maximum fine of $300 or by imprisonment for not more than 90 days, shall pay all costs, fees, and damages associated with the violation and shall be prohibited from the use of the properties until the violation is resolved to the satisfaction of the Borough.

In addition to the rules previously stated herein, which are incorporated herein by reference as if they where stated here in their entirety, the following additional regulations pertain to the use of the Borough's athletic field:
A. 
All groups must obtain written authorization from the Borough to reserve the fields for practices and/or games. Each organization must submit a written request for authorization to use the fields, which shall include a complete schedule of dates and times of requested use.
B. 
All athletic associations, organizations and individuals which apply for authorization to utilize the field must also provide the Borough with proof of insurance before the date of use for each application. The organizations that cannot meet this requirement will not be able to use the athletic field until satisfactory proof of insurance is received by the Borough.
C. 
The Borough will determine the availability of the field for all events scheduled. All schedules should be received at the office at least one month prior to dates requested for use, with all paperwork due the same date.
D. 
All individuals and organizations which have been granted authorization to use the field will be fully responsible for all cleanup of the area after each use and will be responsible for informing their members of the park's rules and regulations herein. The park must be free of all trash and litter the same day of the event that is held. The Borough reserves the right to withdraw all field authorizations from any organization which does not adhere to any of the rules or regulations, general or specific, contained within this article which govern its use. Organizations in violation of the rules will be issued a notice by the Borough suspending field authorization. All of the organizations will be responsible for the removal of all trash or litter and shall make their own arrangements.
E. 
Saturday afternoons will be open to public for its use during the summer months. This will enable the Borough residents and businesses to be able to have use of the field. The reservations must be made at least one month in advance to the Borough office. Availability will be on a first-come-first-served basis at the time of reservation.
F. 
All buildings with locks will be maintained by the Borough. Any locks to be changed will so be done by the Borough. The Borough will have keys to all of the buildings and locks on the premises.
G. 
All organizations, associations or individuals that use the buildings will have to provide their own insurance for the contents they may acquire or store in any of the buildings located at the athletic field. The Mars Borough will not be responsible for the damage, loss or any other infractions that may occur to the property of any organization. Any property left on the Borough's property shall be entirely at that individual's, organization's or association's own risk. All organizations, associations or individuals storing personal property at or on the premises must provide the Borough with an inventory of such personalty, along with proof of insurance coverage regarding said personalty.
H. 
Any public announcing system that is to be used will be used with the utmost concern of the Borough residents. Loud and excessive use of any system will result in the privilege being removed, at the discretion of the Borough. Any loud music from any type of system or any other means will not be tolerated and shall result in the revocation of the individual's, association's or organization's permission to use the properties.
I. 
The parking of any vehicle on the baseball infield is strictly prohibited.
