Every person or persons, partnership or corporation desiring to lay out property within the limits of the Borough of Mars into Borough lots for building, sale or other purposes is hereby required to submit a plot or draft of such property showing the plans upon which he, she or they intend to lay out the same, together with the width and bearings of the streets, lanes and alleys to be dedicated to the public use, to the Borough Council for its approval.
Every person, persons, partnership or corporation desiring to lay out any property within the limits of the Borough of Mars into Borough lots, as stated in § 224-1, is hereby required to first lay out and open the streets, lanes, and alleys through said property intended to be dedicated to the public use and to present said streets, lanes and alleys in condition for use by the public, which said streets, lanes and alleys shall be subject to the inspection, approval and acceptance of the Street Committee of the Borough Council.
If any person, persons, partnership or corporation shall lay out property into Borough lots without complying with the above provisions, the Borough Council will refuse to adopt the streets, lanes, and alleys of the same.
Any person, persons, partnership or corporation violating any of the provisions of this article shall, upon conviction thereof, be punishable for each offense by a maximum fine of $300 or by imprisonment for not more than 90 days.
