Pursuant to Section 519 of the Housing and Urban Development Appropriations Act, 1990, the Commissioners recognize and affirm the policy prohibiting the use of excessive force by law enforcement agencies within the jurisdiction of the York County Commissioners against any individuals, including but not limited to any individuals engaged in nonviolent civil rights demonstrations.
