Editor's Note: This policy, as adopted by the Planning
Commission, was originally adopted by the Board of Commissioners 9-23-1998
by Res. No. 1998-03.
It shall be the policy of the York County Planning Commission
to continuously retain a Solicitor to provide legal advice as needed
in consideration of the following:
A.
The Planning Commission will make a public solicitation for qualified
individuals to serve as Solicitor at intervals not to exceed five
years.
B.
The first scheduled public solicitation will occur during the month
of September 1998 for an individual to commence service on January
1, 1999.
C.
The Planning Commission will determine a process to select a Solicitor
from those who respond. The process will consider, but not be limited
to, the following areas of experience: the Pennsylvania Municipalities
Planning Code (Act 247),[1] land use planning, zoning administration and subdivision
and land development practices.

D.
The name of the individual selected by the Planning Commission will
be forwarded to the County Commissioners for their concurrence.
E.
The actual appointment of Solicitor by the Planning Commission will
be for an initial period of one calendar year. The individual thus
appointed may be reappointed for up to four one-year terms.
F.
Annually, during the month of August, the Planning Commission will
conduct an evaluation of the performance of the Solicitor.
G.
This policy statement supersedes all previous policies dealing with
this subject.
