In the event that inclement weather or a declared emergency should become severe enough to create hazardous traveling conditions to the majority of employees required to report to work, the York County Board of Commissioners may announce the implementation of a liberal leave policy for that particular day, or period of time as determined by the Board of Commissioners.
The announcement shall be made to WSBA (AM/FM) radio and/or WGAL TV in order to alert county government personnel of the Commissioners' decision regarding the days and/or time in question.
The intent and application of the declared liberal leave policy shall be as follows:
A.ย 
This policy shall apply to all nonessential, nonemergency personnel within York County Government. Upon announcement of a liberal leave policy, those employees that may be involved in nonessential, nonemergency operations who are unable to report due to conditions and/or circumstances beyond their control, and thereby do not report for work, shall be entitled to compensation for that particular day and/or time by utilizing any available accrued vacation leave, sick leave or emergency leave. If compensible time is not accrued and available, employees may request the day without pay.
B.ย 
This policy shall not apply to essential, emergency personnel within York County Government. Employees of the York County Nursing Home (Pleasant Acres), York County Prison, York County Communications Center (911), York County Emergency Management Agency, York County Youth Development Center and/or any other departments where the Director advises staff otherwise shall be deemed as essential and/or emergency personnel due to the nature of the operations and thereby required to report to their regular shift and work assignments as normally assigned or required.
Although the Board of Commissioners may declare a liberal leave policy to be in effect, all county offices shall remain open; and any personnel able to report to work are expected to do so.
