[HISTORY: Adopted by the Board of Commissioners of York County 4-15-1992. Amendments
noted where applicable.]
The name of this organization shall be the "Advisory Board to
York County Children and Youth Services."
The purposes of the Advisory Board to York County Children and
Youth Services shall be as follows:
A.
To fulfill the duties and responsibilities as mandated by law.
B.
To familiarize all Board members with the workings of the Agency,
including policies and procedures, priorities and ongoing activities,
so as to be advised properly concerning the fulfillment of the purposes
set forth herein.
C.
To advise, assist and develop recommendations to the Agency with
respect to management, operations, performance, services, administrative
reviews of child placement, certification and licensure, budgeting,
policy and programs of the Agency, with special emphasis on identifying
and assessing needs and problems of the Agency and developing and
communicating alternatives for improvements.
D.
To encourage positive interaction and relationships among the Agency
and other agencies, County Commissioners, the court system and the
community at large.
E.
To promote public understanding of the programs, services and objectives
of the Agency and to help strengthen the community image of the Agency.
F.
To keep updated on legislation, rules and regulations, reports, studies
and local and state resources affecting the welfare of children and
the Agency and to advocate and support legislation, regulations, studies
or resources favorable to the welfare of children or the Agency.
G.
To participate in seminars, conferences and meetings with other agencies
or other advisory boards to Children and Youth Service agencies in
order to exchange and develop ideas and recommendations to improve
the Agency and promote the welfare of children.
Duties of the Advisory Board shall include:
A.
Recommendations on matters referred by the County Commissioners or
the County Agency Executive Director and suggestions of policies for
the Agency's operation and development at the Board's own
initiative.
B.
Consultation with the Agency's Executive Director and advising
on matters pertaining to the development of the annual county services
plan and budget estimate to be presented to the York County Commissioners.
The county plan and budget estimates shall be reviewed by the Board
before the final draft.
C.
Assistance in the recruitment of personnel and the development of
personnel policies and procedures.
D.
Development and promotion of better public understanding of the Agency's
programs and objectives.
E.
Establishment of a fund for the purpose of receiving gifts and donations
from the community. Such gifts and donations shall be used only for
the direct benefit of the children served by the County Agency and
shall in no way offset the county's financial responsibilities
to the program.
F.
Review monthly reports as follows: minutes of previous Advisory Board
meetings; services rendered; financial reports; innovative Agency
activities; a summary of dealings of the Agency with the Commissioners
and/or Human Services Department; and anticipated problems or concerns.
A.
Members of the Advisory Board shall include 15 citizens representative
of the population or geographical sections of the county and of consumer
groups.
B.
Recommendations for membership on the Board shall come from the Nominating
and Membership Committee within the Advisory Board, and those names
shall then be presented to the York County Commissioners for approval,
or by direct appointment of the York County Commissioners.
C.
Members shall serve for a term of three years and may be reappointed
for as many terms as the pleasure of the Board of Commissioners may
dictate.
D.
Members who choose to resign shall send a letter of resignation to
the Executive Director at the Agency and to the Chairman of the Advisory
Board. The Administrator will submit the resignation to the County
Commissioners. The Advisory Board shall act upon the resignation at
its next meeting.
E.
Members considered to be active and in good standing shall attend
seven of 10 yearly meetings. Members who fail to do so may be asked
to resign. Each member shall notify the Agency office in the event
that he or she cannot attend a meeting.
A.
Officers shall be a Chairman, a Vice Chairman and a Secretary.
B.
Duties of officers.
(1)
The Chairman shall preside at all meetings of the Board; shall appoint
all committees; shall serve as an ex officio member to all committees
(except Nominating and Membership); and shall perform all other duties
of that office prescribed by the Board.
(2)
The Vice-Chairman, in the absence of the Chairman, shall assume all
duties of the Chairman and shall perform any other duties prescribed
by the Board.
(3)
The Secretary shall be the Chairman of the Special Events Committee.
C.
Elections and tenure.
(1)
Officers shall be elected for a term of one year.
(2)
Officers shall be eligible to be reelected to the same office, not
to exceed two consecutive terms in that office.
(3)
Nominating and Membership Committee members shall present a slate
of candidates for each office to the membership one month prior to
the December meeting, with notice of the election date.
(4)
Officers shall be elected by ballot at the December meeting and shall
assume their duties at the close of the meeting.
A.
Standing committees.
(2)
Nominating and Membership Committee.
(a)
The Nominating and Membership Committee shall prepare and present
a slate of candidates for each office to the Board. This shall be
presented at the November meeting, one month before the annual election
of officers in December.
(b)
The Nominating and Membership Committee shall recruit new members
for Board positions as these positions become available. The positions
shall be filled to assure that the Board is geographically representative
of the provider area of the Agency as well as representative of the
users of Agency services.
(c)
The Nominating and Membership Committee shall appoint interim
officers in the event that a vacancy occurs before a term is completed.
(d)
The Nominating and Membership Committee shall meet as necessary.
(3)
Budget and Planning Committee.
(a)
The Budget and Planning Committee shall consult with the Agency
Executive Director and study matters pertaining to the development
of the annual county services plan and budget estimate to be presented
to the York County Commissioners.
(b)
The Committee shall report to the Board its findings concerning
this budget.
(c)
The Committee may perform other duties related to budget, finances
and planning as directed by the Board.
(d)
The Committee shall meet as necessary.
(4)
Legislative Committee.
(a)
The Legislative Committee shall be aware and knowledgeable of
legislative actions which affect the Agency and the children and youth
of York County.
(b)
The Committee shall bring these matters to the attention of
the Board for consideration.
(c)
The Committee shall contact Board members between meetings as
deemed necessary.
(d)
The Committee shall meet as necessary.
(5)
Publicity Committee.
(a)
The Publicity Committee shall develop and promote better public
understanding of the programs and objectives of the Agency.
(b)
The Publicity Committee shall aid in requests from the Agency
to help with specific projects needing publicity.
(c)
All information and press statements shall be cleared with the
Agency Executive Director prior to release.
(d)
The Committee shall meet as required.
B.
Special committees. The Chairman may appoint special committees at
his or her discretion to fulfill the needs and purposes of the Board.
A.
Regular Board meetings shall be held at a location accessible to
all concerned on the fourth Tuesday of each month from January to
June and September to December. The Executive Director and a representative
of the staff shall attend all meetings.
B.
Special meetings may be called by the Chairman, with notice to all
members one week in advance.
C.
The Chairman, with the approval of the Executive Committee, shall
have the power to change the time and place of any meeting in the
event of emergency circumstances.
D.
The Secretary to the Executive Director shall keep the minutes of
the meetings and be custodian of all Board records. Copies of the
minutes will be sent to the Board members prior to each month's
meeting. Copies of the minutes shall be kept on file at the Agency
and are open to inspection by the Department of Welfare.
E.
A quorum shall be considered a simple majority of current Board members.
The establishment of policy for the administration of services
of this Agency is vested in the Commonwealth of Pennsylvania and the
Commissioners of York County. It shall be the function of the Advisory
Board to suggest appropriate means of implementing such policies.
In the absence of any provisions in these bylaws to the contrary,
all meetings of this Board shall be governed by the parliamentary
rules and usages contained in the current edition of Robert's
Rules of Order, Revised.
Amendments to these bylaws may be made at any duly called Advisory
Board meeting by a two-thirds affirmative vote of the Advisory Board,
provided that proper notice is given to the members.
