No owner or occupant of land abutting on a private passageway, and having the right to use such passageway, shall suffer any filth or waste or stagnant water to remain on that part of the passageway adjoining such land.
No person shall post or affix or cause to be posted or affixed upon any tree, stone, telegraph, telephone, electric light or other pole, post or structure, within the boundaries of any street, lane, common, park, court, alley or other public place, any sign, playbill, poster, notice, advertisement, or printed paper of any description whatsoever, except election notices, or any advertising appliance or medium, or cut, paint or mark any such stone, tree, pole, post or structure except for the purpose of protecting the same, except upon permit of the Board of Public Works.
No person shall swim or bathe, unless clothed in a bathing costume, in any of the water surrounding or within the City, so as to be visible from any dwelling house or street.
No person shall accost or address another person in any street with obscene or profane language.
