A. 
There shall be a Department of Parks, Recreation and Cultural Affairs, the head of which shall be the Director of Parks, Recreation and Cultural Affairs ("Director").
B. 
The Director shall be an unclassified position and they shall, prior to appointment, be qualified by training and experience for the duties of the office.
A. 
There shall be a Bloomfield Parks, Recreation and Cultural Affairs Advisory Committee.
B. 
The Committee shall consist of nine residents of the Township, each of whom shall be appointed by the Mayor and shall have full member voting rights, and one Township Council liaison.
C. 
Initial terms shall be staggered. Three members shall be appointed for terms of one year, three members shall be appointed for terms of two years, and three members shall be appointed for terms of three years. The Council Liaison shall be appointed to a term of one year.
D. 
The initial membership shall consist of all current Commissioners of the Board of Recreation at the time that Board is dissolved and one current member of the Cultural Commission at the time that Commission is dissolved.
E. 
Upon the expiration of an initial Committee member's term under this section, the Mayor shall either reappoint that Committee member or appoint their replacement for a term of three years. Thereafter, all appointments shall be for a term of three years.
F. 
Vacancies shall be filled by the Mayor only for the unexpired term.
G. 
The members of this Committee shall not receive compensation for their services.
The Committee will advise the Director, as well as Mayor and Council, on Bloomfield's recreation places, parks, playgrounds, Township recreation programs and special events, awards, as well as contribute to the total cultural enrichment of Bloomfield in the following areas:
A. 
Coordinate activities of groups to maximize community participation and publicize a community calendar of cultural activities.
B. 
Encourage activities to share the diverse ethnic groups and heritages within the Township.
C. 
Work with established historical organizations to enhance recognition of the Township's history and preserve the cultural inheritance of the community.
