A. 
It shall be unlawful for any parent or guardian to assist, aid, abet, allow, permit, suffer or encourage a minor to register or enroll in the Bloomfield School System where the minor is ineligible to attend as a result of the minor's nonresident status.
B. 
It shall be unlawful for any person to knowingly permit their name, address or other residence-designating documentation to be utilized in the registration or enrollment of any nonresident student in the Township of Bloomfield School System unless previous approval has been granted by the Superintendent of the Bloomfield School System or the Superintendent's designee.

Any person violating or failing to comply with any of the provisions of § 448-1 of this chapter shall, upon conviction thereof, be punished by a fine of not less than $500 nor more than $1,000 or by imprisonment in the county jail for a period not to exceed 180 days, or both, as deemed appropriate by the Bloomfield Municipal Court.

Any property owner of any residence, building or structure or trailer or land used as a trailer park, who rents or offers to rent a residential dwelling unit to one or more tenants or family units, shall execute a certification of residency as required of the tenant by the Bloomfield Board of Education. This certification may be signed by a duly authorized agent of the owner.

Any person violating any of the provisions of § 448-3 of this chapter or failing to comply with any of its provisions shall, upon conviction thereof, be punished by a fine of not less than $100, nor more than $500, as deemed appropriate by the Bloomfield Municipal Court.

A. 
It shall be unlawful for any person over the age of 18 years old to assist, aid, abet, allow, permit, suffer or encourage a student to register or enroll in the Bloomfield School District where the student is ineligible to attend.
B. 
It shall be unlawful for any person over the age of 18 years old to knowingly permit their name, address, or other residence-designating documentation to be utilized in the registration or enrollment of any nonresident student in the Bloomfield School District.
Any person violating or failing to comply with the provisions of this article shall, upon conviction thereof, be sentenced to make restitution to the Board of Education of the Township of Bloomfield and pay a fine of not more than $1,250. In determining the amount of restitution, the Court shall include the amounts incurred by the Township of Bloomfield and/or Bloomfield Board of Education, including but not limited to tuition cost, investigation expenses and attorney fees.
Restitution ordered by the Municipal Court of the Township of Bloomfield shall be converted in a lien against the property of the offending party.
