A. 
Divisions, bureaus and special positions may be established by the Chief of Police by regulations as hereinafter provided, except that such regulations shall provide for Detective and Safety Bureaus and shall be subject to the approval of the Business Administrator in his or her capacity as appropriate authority. Promotions to Detective and Traffic Safety Officer shall be made after considering the recommendations of the Chief of Police.
B. 
As set forth and governed by Chapter 68 of the Township Code, a Division of Community Service is established within and under the Department of Law Enforcement.

A. 
Subject to approval by resolution of the Township Council, probationary police officers may be hired as determined by the Chief of Police when necessary and in sufficient numbers for the efficient operation of the Department of Law Enforcement to cover the transitional period caused by pending retirements of regular police officers. This authority is limited to the one-year period immediately preceding a scheduled retirement.
B. 
Special law enforcement officers may be hired as determined by the Chief of Police when necessary and in sufficient numbers, for the efficient operation of the Department of Law Enforcement. The hiring, training, compensation, and functioning of special law enforcement officers hired pursuant this authority must comply with the Special Law. Enforcement Officers Act, N.J.S.A. 40A:14-146.8 to 40A:14-146.18, and any amendments or supplements thereto, and any applicable provisions of the prevailing collective bargaining agreement between the Township and the official bargaining unit(s) for Township police officers.
There is hereby created the position of Police Physician for the purpose of conducting examinations and providing medical services for personnel of the Department of Law Enforcement. There is also created the offices of Police Psychologist/Psychiatrist, Police Surgeon and Police Orthopedic Physician. The duties of Police Psychologist/Psychiatrist, Police Physician, Police Surgeon and Police Orthopedic Physician shall be as provided by law, and they shall receive such compensation as annually provided for in the applicable contract as negotiated by the Mayor and approved by the Township Council.
Where no specific number of authorized positions is indicated herein, the number shall be limited only insofar as appointments to such positions are made from time to time by the Township, pursuant to this Code and other applicable laws and regulations.
