A. 
No person shall be entitled to use the facilities of the Bey Lea Municipal Golf Course or be on or about the course without having registered and been issued a permit to play a round of golf. The permit shall be evidenced by a receipt showing that the person using the course has paid the appropriate fees for such use. No person under the age of eight years is allowed on the golf course. Proof of age is required. No spectators are permitted on the course. Golf clubs are required for each person receiving a permit to play a round of golf.
B. 
Proper golfing attire is required. Collared shirts and proper footwear must be worn at all times. Denim, cutoff shorts, athletic apparel, sandals and bare feet are prohibited. Wind pants are permitted. Bey Lea Golf Course management reserves the right to determine proper golf attire.
A permit shall entitle the holder to use the golf course facility and to be on or about the course only on the day when issued. The permit is limited to 18 holes of play.

WEEKDAY
Monday through Friday.
WEEKEND
Saturday and Sunday.
B. 
The Director of Recreation is hereby authorized to annually establish greens fees, special event and tournament fees, equipment rental fees, resident registration card fees, and other charges for the use of Bey Lea Golf Course. All fees established pursuant to this provision, and any increases or reductions thereto, must be approved by the Business Administrator, the Chief Financial Officer, and by resolution of the Township Council.
C. 
Proshop merchandise shall be offered for sale at the manufacturers' suggested retail price (MSRP) for particular items.
D. 
School play. The Toms River Regional High Schools and Donovan Catholic High School golf teams may use the golf course for practice and for matches, free of charge, provided that the coach or athletic director responsible for such team maintains with the clubhouse manager a current roster of eligible and authorized players. The coach or athletic director must be present at each round of play, and shall check in with the clubhouse manager in accordance with the list. Except for unusual circumstances, play will be confined to weekdays after 1:00 p.m. The Ocean County College Golf Team may use the golf course for practice and for matches, at no charge, provided that the coach or athletic director responsible for such team shall maintain with the clubhouse manager a current roster of eligible and authorized players. The coach or athletic director must be present at each round of play, and shall check in with the clubhouse manager in accordance with the list. Except for unusual circumstances, play will be confined to weekdays after 1:00 p.m.
E. 
Proof of taxpayer status. Proof of status as a taxpayer, as defined herein, shall be made by written certification from the office of the Tax Assessor or at the clubhouse.The annual fee for the use of a combination locker for residents and nonresidents is $75.
F. 
Continuing obligation. Each individual taxpayer shall have a continuing obligation to obtain proof of ownership of improved property, from the office of the Tax Assessor or at the clubhouse, on a yearly, calendar basis in order to obtain a permit upon payment of a greens fee.
G. 
Cancellations and/or modifications must be made within 24 hours of the day preceding play. Failure to honor a tee time reservation will result in a thirty-day suspension from the golf course reservation system, and a fee of $10 shall be added to the fee for the next round of play.
H. 
Use of a motorized golf cart is mandatory on weekends from the opening of the course until 12:00 noon, from Memorial Day weekend through Labor Day weekend.
I. 
Tournament fees shall be between $10 and $20 per person. The tournament fee is in addition to greens fees charged for participation in tournament events coordinated by Bey Lea Golf Course staff. Fees will be distributed to winners in the form of gift cards to be utilized at Bey Lea Golf Course. Golfers must maintain a USGA handicap at Bey Lea Golf Course to be eligible for tournament events.

All residents and taxpayers of Toms River Township shall be entitled to fees as enumerated above only upon submission of a resident registration card which may be procured from the Township. The registration card will be issued only upon proof that the applicant is a resident or taxpayer of an improved property located in Toms River Township, and shall be valid until December 31 of the year in which it is issued. Registration cards shall be renewed annually through the purchase of a sticker which shall indicate the year of renewal. The fee for the renewal of registration cards presently issued shall be $15. The fee for the issuance of a new registration card shall be $20. If a registration card is lost, a replacement registration card may be obtained from the Township for a fee of $5.

Any misuse of the registration card or rewards card, including but not limited to loaning, selling or renting it to another, shall subject the owner thereof to revocation of the card or permit without privilege to renew, and any unauthorized user thereof shall be subject to revocation of golfing privileges at the course or such other penalties as may be prescribed by the Director of Recreation. Penalties for any violation of this section are in addition to any others prescribed herein or as otherwise provided by law and shall be assessed by the Director of Recreation. Any person subject to penalty hereunder shall be entitled, upon request, to a hearing before the Director of Recreation.
Permits issued on a certain date will be honored at a subsequent date if, due to rain or other weather conditions, it becomes impossible to utilize the facilities of the course and if the holder of the permit has not completed the fifth hole. Such permit shall be presented to the manager or other employee of the course at that time and shall be marked so as to enable the holder thereof to utilize the facilities at a later date. Persons who have paid the appropriate fee for a weekday and whose play is terminated by weather conditions may only utilize this permit on another weekday. There will be no refund for greens fees and/or cart rental.
A permit to do any act shall authorize the same only insofar as it may be performed in strict accordance with the terms and conditions thereof or as prescribed by the Director of Recreation. Any violation by its holder or his agents or employees of any such terms or conditions shall constitute grounds for revocation by the Director of Recreation, whose action therein shall be final. In the event of the revocation of any permit or card issued hereunder, all moneys paid for or on account thereof shall be forfeited to and shall be retained by the Township, and the holder of such permit or card, together with his or her agents and employees who violated such terms and conditions, shall be jointly and severally liable to the Township for all damages and loss suffered by it in excess of the moneys so forfeited and retained; but neither such forfeiture and retention by the Township of the whole or any part of such moneys nor the recovery or collection thereof of such damages, or both, shall in any manner relieve such person or persons from liability to punishment for any violation of any provision of this chapter or any other Township ordinance or rule or regulation.
The provisions of Part 1 of this chapter shall be subject to all other sections of this chapter and to rules and regulations enacted and promulgated by the Director of Recreation not inconsistent with the provisions of this chapter.
The Director of Recreation, with the approval of the Administrator, is hereby authorized to establish hours of operation for the Bey Lea Municipal Golf Course and to vary such hours when circumstances warrant. Course closings and delayed openings due to snow, flooding, frost or cutting shall be at the discretion of the golf course superintendent in conjunction with the clubhouse manager.
A fee for each golf lesson shall be established by Township Council resolution and be payable to the Township of Toms River prior to the lesson.
