GENERAL REFERENCES
Vehicle and traffic regulations — See Ch. 122.
It shall be unlawful for any person to jog or operate a bicycle on any
public street, highway, roadway, driveway, alley or shoulder in the Incorporated
Village of Mill Neck except in accordance with the following regulations:
A.
Jogging.
(1)
All joggers shall run in the direction facing traffic.
(2)
All joggers shall run on sidewalks, where they are provided,
or on the extreme left shoulder of the road.
(3)
All joggers running during hours of darkness must wear
reflective material between the waist and shoulders on the front and back
which gives an indication of the joggers' presence through reflected
light from the headlamp beams of motor vehicles.
(4)
All joggers shall run in single file and not side by
side or abreast of each other.
B.
Bicycling.
(1)
All bicyclists shall ride in single file and not side
by side or abreast of each other.
(2)
No person operating a bicycle shall cling or attach himself
or the bicycle to any other moving vehicle.
(3)
No person shall operate a bicycle while under the influence
of liquor or drugs or while physically or mentally unfit to safely operate
the same.
(4)
No bicycle shall be operated within the period from sunset
to sunrise without having a properly lighted headlight attached to the front
of the bicycle, visible under normal atmospheric conditions, nor without having
a red light or a reflector attached to the rear of the bicycle which is clearly
visible in the headlight beam of a motor vehicle.
(5)
No person shall operate a bicycle which is not in such
mechanical condition that it can be safely operated.
(6)
No bicycle shall be operated, at any time, faster than
is reasonable or proper, and every bicycle shall be operated with reasonable
regard to the safety of the rider and of other persons and property.
(7)
Every person operating a bicycle shall obey and observe
all traffic signs and signals and all other traffic rules and regulations
applicable thereto and shall obey the orders and directions of every officer
of the village authorized to direct or regulate traffic.
Any person committing an offense against any provision of this chapter
shall, upon conviction thereof, be guilty of a violation pursuant to the Penal
Law of the State of New York, punishable by a fine not exceeding $250 or by
imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment.
The continuation of an offense against the provisions of this chapter shall
constitute, for each day the offense is continued, a separate and distinct
offense hereunder.
