Pursuant to the Wisconsin Statutes, there is hereby established one set of election inspectors to conduct all elections of the City which shall consist of at least five and not any less than three election inspectors. However, the City/Deputy Clerk shall have the power to increase the number of election inspectors or select two or more sets of election inspectors to work at different times on election day and permit the Clerk/Deputy Clerk to establish different working hours for different election inspectors assigned to the same polling place. The Clerk/Deputy Clerk shall determine in advance of each election whether the number of election inspectors for such election should be increased or provide for the selection of two sets of election inspectors. The City/Deputy Clerk may serve as a tabulator.
A. 
Annual City election. The annual City election shall be held on the first Tuesday in April.
B. 
Polling hours. The polls for all elections shall open at 8:00 a.m. and close at 8:00 p.m. The rules for provision of voting booths, ballots and election officials and all of the rules for conduct of elections in Chs. 5 to 12, Wis. Stats., shall apply to elections in the City of Bayfield.
C. 
Polling places. The designated polling place for all elected officials of the City of Bayfield shall be at the Bayfield City Hall located at 125 South First Street.

Whenever three or more candidates file nomination papers for the same elective official position, candidates for that elective City office may be nominated by a nonpartisan primary conducted pursuant to § 8.11(b), Wis. Stats. For the elected position of Alderperson, which elected position has more than one member up for election at a time and all candidates would be eligible to serve either of the open positions, a primary may only be conducted if there are three or more candidates per open seat, i.e., at least six candidates for the two open Alderperson positions. Such candidate shall file with his/her nomination papers a declaration that he/she will qualify for the office to which he/she may be elected.

A. 
Wards. The City of Bayfield shall not be divided into separate wards, and all Alderpersons shall be elected at large from, and by, the entire City of Bayfield.
B. 
Alderpersons. There shall be four Alderpersons elected from, and by, the entire City of Bayfield.
C. 
Election of Alderpersons.
(1) 
Alderpersons shall be elected to serve a two-year term.
(2) 
Each Alderperson shall be a resident of the City of Bayfield.
(3) 
Each Alderperson:
(a) 
Shall be elected by a vote of all electors of the City of Bayfield; and
(b) 
Shall, in each election where an Alderperson is to be elected, be the two persons having the highest number of votes cast for the vacant Alderperson positions.
(4) 
The electors of the City of Bayfield may vote for up to two candidates for the position of Alderperson at the time of election.
(5) 
In the spring election scheduled to be held in the year 2022, the two Aldermanic positions up for election shall be for the positions that are currently held by the Alderpersons of the previous Aldermanic Districts 2 and 4. Thereafter, the remaining two Aldermanic positions, which are currently held by the Alderpersons of the previous Aldermanic Districts 1 and 3, shall be elected in the spring of 2023. Each new Alderperson election shall be at large, and shall be elected based upon the procedure set forth in Subsection C(3), above.
(6) 
The process for the election of Alderpersons shall continue this sequence for each subsequent spring election, such that each year there is an election for two Alderperson positions, which shall be for a term of two years.
