The legislative authority of the Town shall be vested in an open Town Meeting.
A Moderator elected at the regular Town elections shall preside over sessions of Town Meeting. Subject to the ratification of Town Meeting, the Moderator shall appoint a Deputy Moderator forthwith upon his qualifications for office to preside over sessions of Town Meeting in his absence.
The regular Annual Town Meeting of the Town of Blackstone for the transaction of business relating to the prudential affairs of the Town shall be held on a date fixed in the bylaws.
Special Town Meetings shall be called at the discretion of the Selectmen, except that in addition to other provisions of the General Laws pertaining to the calling of Special Town Meetings, the Selectmen shall call a Special Town Meeting upon receipt of a petition in writing by 200 registered voters. Said Special Town Meeting shall be held not later than 45 days after receipt of such request, and the Selectmen shall insert in the warrant all subjects the insertion of which shall be requested by the petition. Procedures for the call of Special Town Meetings shall be as set forth in MGL C. 39, § 10.
The warrant for a Town Meeting shall be prepared under the hands of the Selectmen; however, any 10 registered voters of the Town may request by written petition to the Selectmen the inclusion of an article for the warrant of any duly scheduled Annual Town Meeting, and any 100 registered voters may do the same for any Special Town Meeting.
The quorum necessary for the conduct of Town Meeting business shall be established by bylaw.
