A five-person Board of Selectmen shall be the chief executive
body of the Town. The Board shall have all of the powers possible
for Selectmen to have under the General Laws and bylaws of the Town,
including powers not specifically set forth in this Charter.
The Board of Selectmen's specific powers shall include, but not be limited to, the following. It shall conduct all affairs of the Town not specifically granted to another office, board, commission or committee by General Law, bylaw or by this Charter. It may make an investigation into the conduct and operation of any Town department It shall make appointments to the positions specified in § C3-3 of Article III of this Charter.
A.
In addition to making appointments for temporary offices, boards,
commissions and committees that may be established, or that may be
established by bylaw, mandated by the General Laws, established by
acceptance of a General Law or a special act and that assigns the
appointing power to the Board of Selectmen, the Board of Selectmen
shall make appointments to the following:

B.
All appointed boards, commissions, committees and offices listed
above shall have the powers and duties contained in the General Laws,
the Town bylaws and this Charter.
No Selectman shall hold any other Town office or Town government
employment during the term for which he is elected, and no Selectman
shall hold any appointed Town government position for which a salary
or other emolument is attached until one year after the date his term
expires.
The Board of Selectmen shall submit the budgets for the departments
under its jurisdiction to Town Meeting for its consideration and approval.
The Finance Committee shall have the power of first amendment to said
budgets.
