All elected boards, commissions, committees and offices shall have
the powers and duties contained in the General Laws, the Town bylaws
and this Charter.
In addition to appointments to positions mandated by General
Law, the Town bylaws and by this Charter, elected boards, commissions.
committees and offices shall have the authority to make appointments
to additional positions they require for the conduct of their business.
Town Meeting shall approve the establishment of said additional positions
and the appropriations required for appointments.
