PREAMBLE
We, the People of Harford County, Maryland,
in order to obtain the benefits of self-government and home rule,
do, in accordance with the Constitution and laws of the State of Maryland,
adopt as our instrument of government this
CHARTER OF HARFORD COUNTY, MARYLAND
