This Charter shall become effective on the first Monday of January 1983 except for the transitional provisions of Article XII of this Charter which shall become effective upon certification of the adoption of the Charter.
Words used in the masculine gender shall include the feminine
at all places in this Charter.
Amendments to this Charter shall be made in accordance with
the provisions of Act 62 of 1972 of the General Assembly of Pennsylvania,
as amended, or as otherwise provided by general law.
If any provision or part thereof of this Charter is held invalid
or unconstitutional, the remaining provisions of the Charter shall
not be affected thereby. If the application of this Charter, its provisions
or parts thereof to any persons or circumstances is held invalid or
unconstitutional, the application of this Charter and said provisions
or parts thereof to other persons or circumstances shall not be affected
thereby.
