A. 
Any person who tenders a check or other written instrument to the municipality or any department or administrative board or subdivision thereof for the payment of an account or service which is returned for insufficient funds shall be assessed a service charge of $20 for each such check or instrument returned.
B. 
Whenever the account for which a check is returned is for a tax or special assessment, the service charge shall be included on whichever list of delinquent accounts is prepared for enforcement of such lien.
Any service charge authorized by this chapter shall be collected in the same manner prescribed by law for the collection of the account for which the check or other written instrument was tendered.
Once a check or other written instrument is returned for insufficient funds, the appropriate municipal department head or officer may demand that future payments on such account be tendered in cash or by cashier's or certified check.
