GENERAL REFERENCES

There is hereby established a bureau to be known as the "Traffic Bureau" in the Police Department of the Borough of Kenilworth.
Said Traffic Bureau shall consist of a superior officer and such other members of the Police Department as may be deemed necessary.
The superior officer shall be in charge of the Bureau and he shall be designated as the Supervisor of the Traffic Bureau.
Such Traffic Bureau shall perform the following duties:
A. 
It shall investigate any complaints concerning traffic and safety and shall make recommendations from time to time to the Police Commissioner of the Borough of Kenilworth through the Chief of Police.
B. 
It shall make a study of traffic conditions and make recommendations concerning such traffic conditions.
C. 
It shall be the duty of the Supervisor to see that all members of the Police Department are fully informed of all traffic regulations and changes relating to all state laws and rules and regulations pertaining to traffic.
D. 
The Supervisor shall see that all streets are properly marked and all necessary or recommended signs are placed for proper traffic control, in cooperation with the Public Works Chairperson.
E. 
The Supervisor shall see that all traffic laws and motor vehicle laws are enforced at all times.
F. 
The Supervisor shall present a report to the Chief of Police on the first day of each month.
G. 
It shall be the duty of the Supervisor to keep a record as to the date of the installation of all traffic markers, signs, equipment and major repairs to all markers, signs and traffic equipment, all in cooperation with the Public Works Chairperson.
H. 
All complaints concerning traffic shall be made to such Supervisor, and he shall record such complaints and shall make an investigation of such complaints and, where necessary, present the same to the Police Committee for its recommendations or decisions.
I. 
At the request of the Chief of Police or on its own initiative, the Traffic Bureau shall have power to examine any matter relating to traffic or the regulations thereof and to make recommendations thereon to the Mayor and Council of the Borough of Kenilworth through the Chief of Police.
The Supervisor and the members of the Traffic Bureau shall be designated by the Chief of Police. The Chief of Police is authorized to make any change of his designations of such Supervisor and members of said Bureau and he shall report to the Police Commissioner and Police Safety Committee, for their approval, the names of the persons so designated by him or any changes in such designations.

All employees of the Traffic Bureau, in addition to the above-mentioned duties, shall be subject to the rules and regulations of a police officer as defined in Chapter 39, Police Department, of the Code of the Borough of Kenilworth.
