For the purposes of this chapter, the following words shall have the meanings indicated:
- Includes any and all persons other than municipal officers performing official duties and any and all associations, organizations and corporations other than those created by statute or ordinance.
No person shall use any municipal building or any room therein unless he applies and is granted a permit therefor by the Borough Clerk.
The Borough Clerk shall not issue a permit to any person for the use of any municipal building or room therein unless it appears:
The applicant has made application therefor in the manner prescribed by the governing body.
The applicant has agreed in writing to comply with all rules and regulations prescribed by the governing body.
The applicant has furnished the Borough Clerk with a certificate of public liability insurance in amounts as may be prescribed by the governing body.
The applicant is not engaged in any profit-making activity.
The place applied for is not needed for any municipal use or activity.
