The owner or owners of shopping carts, carriages or wagons intended for the use of patrons in carrying articles of merchandise from the stores of such owners in the Borough of Kenilworth shall clearly designate on each cart, carriage or wagon so used the name and the address of such owner or owners.
It shall be unlawful for such owner or owners to permit to be left unattended or abandoned on any public streets or public place within the Borough of Kenilworth any such shopping cart, carriage or wagon.

It shall be the duty of the Kenilworth Police Department to confiscate all such shopping carts, carriages or wagons left unattended or abandoned, and the same shall be redeemed by the owners only upon payment to the Borough of Kenilworth of a sum as provided in Chapter 91, Fees, for each such cart, carriage, wagon or vehicle. In the event that such vehicles are not reclaimed within 30 days, a storage charge as provided in Chapter 91, Fees, shall be levied against such owner or owners.
