No pole shall hereafter be erected in any street in the Borough of Kenilworth by any telegraph, telephone or electric light company or by any person or corporation whatsoever unless the consent of the Borough Council and the approval of property owners to such erection shall be first obtained, and in no case shall trees be mutilated by cutting limbs or branches without first obtaining permission from the Borough Council. No posts shall be erected on any sidewalk when said sidewalk is less than seven feet wide.
No person, company or corporation shall attach any guy or stay line or wire or any electric wire, insulator or other device for the holding of an electric wire to any tree standing in a street of the Borough of Kenilworth.
All telegraph, telephone or electric light poles erected by permission as herein provided and poles already erected and renewed shall be straight and free from imperfection and in length shall not be less than 35 feet and in diameter not less than 10 inches at the butt and five inches at the top. All poles of the dimensions aforesaid shall be set not less than five feet in the ground. Poles exceeding 35 feet in length shall be set six inches in the ground for each four feet of height, and any pole that, in the judgment of the Council, is unsafe shall be removed by the corporation maintaining same within 10 days after notice from the Council to remove the same shall have been given.
It shall be deemed part of the permission to set such telegraph, telephone or electric light poles that a cross piece put on all poles hereafter erected may be used by the Borough of Kenilworth to place fire alarms or police patrol or telephone wires.
