PREAMBLE

We, the residents of Pawtucket, do hereby declare that the City of Pawtucket is the people who inhabit the geographic area designated by the State of Rhode Island as Pawtucket. The purpose of this Charter is to set forth the form, substance, obligations, and limitations of the government of our city. Nothing in this Charter shall be construed to remove, limit, or negate any rights that we the people of Pawtucket possess as guaranteed by the United States and Rhode Island Constitutions. It is indeed the primary responsibility of the government created by this Charter to insure these rights.
