A. 
The exterior of every building or accessory building, including fences, shall be maintained in good repair, and all surfaces thereof shall be kept painted, stained or otherwise protected where necessary for purposes of preservation and appearance. They shall be maintained free of broken glass, loose shingles, crumbling stone or brick, defective or inoperable leaders and gutters, deteriorating or missing roofing shingles, excessive peeling paint or other condition reflective of deterioration or inadequate maintenance, to the end that the property itself may be preserved, safety and fire hazards eliminated and adjoining properties and the neighborhood protected from blighting influences. The exterior of any premises shall also be kept free of litter, nuisances and any hazards to the safety of occupants, pedestrians and other persons utilizing the premises and free of unsanitary conditions. The foregoing shall be promptly removed and abated by the owner or operator. It shall be the duty of the owner or operator to keep the premises free of or remove, abate and correct the premises against undesirable conditions, which include but are not limited to the following:
(1) 
Refuse. Brush, weeds, broken glass, tree stumps, roots, obnoxious growths, garbage, trash, rubbish and debris of any description.
(2) 
Natural growth. Dead and dying trees and limbs or other natural growth which, by reason of rotting or deteriorating conditions or storm damage, constitute a hazard or may be dangerous to persons in the vicinity thereof. Trees shall be kept pruned and trimmed to eliminate such conditions.
(3) 
Overhangs. Loose, overhanging and projecting objects and accumulations of ice and snow which, by reason of location above ground level, constitute dangers to persons in the vicinity thereof.
(4) 
Ground surface and unsanitary conditions. Holes, excavations, breaks, projections, icy conditions, uncleared snow, obstructions and excretion of pets or other animals on paths, sidewalks, walks, driveways, parking lots and parking areas and other parts of the exterior of the premises which are accessible to and used by persons having access to such premises.
B. 
Whenever a violation of this code is found to exist, prior to removal of any materials or refuse, a written statement shall be made by the owner or operator to the Zoning Officer, on a form provided by the Zoning Officer, setting forth the location to which all materials or refuse are to be removed. The Zoning Officer shall ascertain that the proposed location is an approved site for the disposal prior to approving the removal. In no event shall any materials or refuse be removed to an unauthorized dumping ground.
Adequate runoff drains shall be provided and maintained in accordance with applicable Township ordinances to eliminate recurrent accumulations of stormwater.
Every owner and operator shall be responsible for the elimination of infestation and the sources of infestation in and on the premises subject to his control.
Retaining walls shall be kept structurally sound, free from defects and damage and capable of sustaining imposed loads safely.
Chimneys and flue and vent attachments thereto shall be maintained structurally sound, free from defects and so maintained as to capably perform at all times the functions for which they were designed and constructed. Chimneys, flues, gas vents and other draft-producing equipment shall provide sufficient draft to develop the rated output of the connected equipment and shall be structurally safe, durable, smoketight and capable of withstanding the action of flue gases.
Exterior porches, landings, balconies, stairs and fire escapes shall be provided with banisters or railings properly designed and kept structurally sound, in good repair, well painted or otherwise provided with a protective treatment to prevent deterioration, and free from defects.
All sidewalks, driveways, parking areas, walkways and entrance stairways shall be maintained in a safe condition, such as will not constitute a hazard to persons using the premises.
A. 
Means of ingress and egress shall be clearly marked by signs.
B. 
Parking spaces shall be clearly indicated by painted lines.
C. 
Lanes for the movement of traffic in each direction shall be identified by arrows indicating one-way traffic and shall be painted in these lanes at both ends.
D. 
Fire zones should be kept clear of all vehicular traffic and parking as designated by the Fire Prevention Bureau.
E. 
Every day that a shopping premises is open for business, the occupant shall be responsible for removing litter from the sidewalk or other pedestrian areas, if any, in front of the occupant's commercial premises. The area shall be swept as often as necessary to maintain it free of litter, spillage and other debris.
F. 
A trash basket with at least a thirty-gallon capacity shall be provided for each 150 feet of store frontage in a shopping area. These baskets shall be placed in the walking or pedestrian area, shall be provided with tight-fitting covers fitted with hinged doors, shall not be allowed to overflow and shall be emptied daily.
G. 
Oil spills on pavement shall be removed promptly.
H. 
All paved areas and curbing shall be maintained in good repair. Potholes and cracks in pavement shall be filled and weed growth through pavement controlled.
All exposed surfaces susceptible to decay shall be kept at all times painted or otherwise provided with a protective coating sufficient to prevent deterioration or oxidation.
All waterways, brooks, drainage ditches and swales, to the extent that the same are located on the premises, shall be maintained in good condition and free from debris, plantings or other obstructions.
The landscaping of premises shall be maintained in an orderly state, with lawns and bushes trimmed and free from becoming overgrown, littered and unsightly where such would constitute a blighting effect, thereby depreciating adjoining and nearby property. Open areas shall be graded to eliminate holes, depressions, gullies (other than natural watercourses), mounds, accumulations of debris or other unsightly or unsafe conditions. Overhanging limbs which obstruct pedestrian or vehicular traffic shall be removed. Dead or dying trees or shrubbery shall be removed, and any dead or dying trees or shrubbery planted as part of site approval shall be replaced. Shrubbery at intersections shall be kept trimmed to a maximum height of 30 inches above curb level. All fencing shall be maintained in good repair.
Reconstructed walls and sidings shall be subject to review by the Planning Board and the Design Review Committee as provided in Chapter 230, Land Use.
Equipment and materials relating to commercial and industrial uses shall be stored in a neat and orderly fashion and shall be subject to any applicable zoning regulations.
Unregistered and abandoned motor vehicles shall be subject to the provisions of Chapter 383, Vehicles, Abandoned. Unless otherwise authorized by ordinance, trailers and other wheel-based vehicles shall not be stored out of doors on the premises.
Exterior walls, roofs, windows, window frames, doors, door frames, foundations and other parts of the structure shall be kept structurally sound, in good repair and free from defects. Said parts of the structure shall be so maintained as to keep water from entering the structure and to prevent excessive drafts. Damaged materials must be repaired or replaced promptly; places showing signs of rot, leakage, deterioration or corrosion are to be restored and protected against weathering or seepage.
Every structure shall be so maintained as to be weather- and watertight.
Basements, cellars and crawl spaces are to be free from moisture resulting from seepage, and cross-ventilation shall be required where necessary to prevent accumulations of moisture and dampness.
No accumulation of or obstruction from garbage, refuse, rubbish or litter or obstruction of any kind shall be permitted on stairways, areaways, balconies, porches, common hallways or entryways, basements or cellars, except that garbage stored in proper containers may be set out in assigned areas for removal.
Any awning or marquee and its accompanying structural members which extend over any street, sidewalk or other portion of the premises shall be maintained in good repair and shall be so maintained as to not constitute a nuisance or a safety hazard. In the event any such awning or marquee is not properly maintained in accordance with the foregoing, it shall, together with its supporting members, be removed forthwith. In the event any such awning or marquee is made of cloth, plastic or of similar materials, said materials, where exposed to public view, shall be maintained in good condition and shall not show evidence of excessive weathering, discoloration, ripping, tearing or other deterioration. Nothing herein shall be construed to authorize any encroachment of an awning, marquee or its accompanying structural members on streets, sidewalks or other parts of the public domain.
All signs and billboards exposed to public view, including traffic signs, shall be maintained in good repair. Any sign or billboard which has weathered excessively or faded or the paint of which has excessively peeled or cracked shall, with its supporting members, be removed forthwith or put into a state of good repair. All nonoperative or broken electrical signs shall be repaired or shall, with their supporting members, be removed forthwith.
No person shall accumulate or permit, suffer or allow the accumulation, in any premises owned, operated, occupied or controlled by him, of any refuse, garbage, rubbish and waste material for a time longer than the period from one collection day to the next ensuing collection day. Such refuse, garbage or waste material shall either be removed by the Township in accordance with regulations made and provided or by an authorized collector.
A. 
Every owner, operator and occupant of any premises shall be responsible for providing suitable containers, consisting of waterproofed receptacles, cans or barrels made of a substantial material with a tight-fitting cover so constructed as to prevent spillage or leakage of its contents for the receiving and holding of garbage, rubbish, refuse or waste material.
B. 
Every owner, operator and occupant shall be responsible for providing containers, as described above, sufficient in number to hold all garbage, rubbish, refuse and waste material in the manner prescribed, from one collection period to the next actual collection. Said garbage, rubbish, refuse and waste material shall be placed in the containers aforesaid prior to the time fixed for said collections.
C. 
Every owner, operator and occupant shall be responsible for making necessary arrangements for scheduled collection of garbage, rubbish, refuse and waste material between the hours of 6:00 a.m. and 6:00 p.m. prevailing time, only excluding Sundays.
There shall be no accumulation of any other debris or waste material out of doors, including but not limited to empty barrels, motor vehicle remnants, boxes, crates, pallets or other articles, unless located in authorized storage areas.
Unless otherwise authorized by ordinance or permitted as part of site plan approval, there shall be no outdoor display of merchandise.
