within the Township of Montville who for purposes of construction,
development or soil removal transports soil to and from the property
in question or during the process of site construction shall take
the necessary measures to prevent the spilling or tracking of soil
onto public streets entering and leading to the site. The owner, developer

eliminate the hazardous or unsightly conditions. If the owner, developer
or subdivider shall fail to rectify the problem within the prescribed

reimbursed for any maintenance work at the rate of two times the prevailing
Township rates for labor, plus costs for usage of necessary equipment.
Should the owner, developer or subdivider not make prompt payment,
the Township will utilize the cash portion of the performance guaranty
for the subdivision or soil removal or place a lien against the property.
