Where in the conduct or operation of supermarkets, shopping centers, private parking areas, tournaments and other events or public assemblages there are assembled large numbers of persons, the Chief of Police may, upon request and agreement to pay to the Township of the sums hereinafter specified, supply the number of officers necessary to properly supervise and police said activity in order to maintain public order, the safe and speedy conduct of traffic on the highways and in, into and out of parking areas and for the protection of property and the supervision of attendance of the persons, customers and patrons attending said activity. For planned and unplanned work resulting in partial or complete shutdown of a state highway, the services and payments provided herein shall be required, unless waived by the Chief of Police.

There shall be paid to the Township of Haverford for the police service provided under the terms of this article the current prevailing special detail rates. The Chief of Police may require payment in advance and prior to the time the police service is required. In the event of cancellation by the requester with less than 12 hours' notice, payment for a minimum of two hours shall be required as set forth in this article.

A. 
The Chief of Police shall keep an accurate record of all regular police officers who desire to participate in this police service in addition to their regular duty, and, so far as possible, the Chief of Police shall assign this police service in an equitable manner as extra duty to those police officers who desire to provide this additional service. For this extra duty, officers shall receive as additional compensation their overtime rate for the hours worked. If the extra duty is for less than two hours, the officer performing such duty shall be compensated for the minimum of two hours. This compensation shall be included as a part of police compensation for the purposes of pensions, and during the time police officers are working in this extra duty, they shall be entitled to all the benefits to which they are entitled as regular police officers.
B. 
When an officer accepts an extra duty assignment and it is cancelled by the requester 12 or more hours prior to the reporting time of the extra duty, the notified officer shall not be compensated and the notified officer shall be placed at the top of the detail list.
C. 
When an officer accepts an extra duty assignment and it is cancelled by the requester less than 12 hours prior to the reporting time of the extra duty, the notified officer shall be compensated at their overtime rate for two hours' pay. The cancelled officer shall be placed at the top of the detail list if the assigned extra duty was greater than four hours.
D. 
When an officer accepts an extra duty assignment and it is cancelled by the requester after the reporting time but prior to half of the extra duty assignment having been completed, the officer shall be compensated at their overtime rate for half of the extra duty assignment or two hours' pay, whichever is greater.
E. 
When an officer accepts an extra duty assignment and it is cancelled by the requester after half or more of the extra duty assignment has been completed, the officer shall be compensated at their overtime rate for the full time of the extra duty assignment as if the entire assignment had been completed.

At any time if there are not sufficient officers available to supply this police service from the list of police officers who desire to provide this police service, the Chief of Police may assign available officers, if any, during their regular assignment. In this case, officers shall receive no additional compensation. Alternatively, the Chief of Police temporarily may employ regular police of adjacent or adjoining municipalities for this extra service.

The Chief of Police shall keep and maintain a record of the assignments of police officers to extra service as herein provided and shall certify the same to the Police Committee and the Secretary of the Board of Commissioners at least once monthly, and upon approval of the Police Committee, an order shall be issued to pay said police officers the sums provided herein, less proper deductions.

Any person obtaining photographs, police incident reports or accident investigation reports shall pay a fee to the Township of Haverford in the amount fixed by resolution of the Board of Commissioners. Whenever criminal charges are pending against any person(s) involved in a police incident, the Police Department may refuse to furnish the copy of the incident report unless the Pennsylvania Rules of Criminal Procedure require the production of the documents.
The aforesaid charges shall be payable to the Township of Haverford.
