This Article shall be administered by the Police Department of Haverford Township, which shall prepare and issue such application forms, permits and resident parking stickers as may be necessary; the Police Department shall also keep suitable records of permits issued and outstanding and fees paid.

A. 
Upon application to the Police Department, payment of a permit fee and presentation to the Police Department of a current operator's license and motor vehicle registration card, an owner or lessee of a single-family residence located within areas designated by § 175-37 hereof shall be entitled to one or more permits and resident parking stickers designated by resolution, entitling him to park his automobile in the street abutting his residence or in the immediate vicinity thereof without regard to parking time limits which are imposed by other Township ordinances or regulations affecting the areas designated in § 175-37 hereof. The expression "owner or lessee" means the principal occupant of the residence, and the intent of this section is that one or more permits per residence be granted. The expression "his automobile" means a passenger motor vehicle owned or leased by the applicant and actually in use by him.
B. 
Parking sticker designation shall be provided for commercial vehicles by resolution.

C. 
The owner of the property who intends to lease his dwelling must appear in person at the Police Department and submit a copy of the lease to whomever the property will be let during the course of that year, together with a copy of the current, approved housing license issued to the benefit of the named tenants, and, in addition, the owner shall have the person or persons who is/are leasing the property appear at the police station to apply for the special parking permit. The person(s) receiving the permit shall submit for inspection the make, model, color and license number of the car to receive the sticker and also the licensed car and operator's permit.

D. 
Parking permits establishing no-fee parking at all metered parking locations in the Township of Haverford may be issued to Township of Haverford volunteer fire fighters with the following requirements:

(1) 
A listing of all eligible active fire fighters shall be submitted by all Fire Department Chiefs to the Records Unit of the Haverford Township Police Department no later than the last business day of December of each calendar year.
(2) 
Each eligible fire fighter may receive two parking permits exempting two vehicles from fees at all metered parking locations throughout the Township of Haverford.
(3) 
Each eligible fire fighter shall appear, in person, at the Records Unit of the Haverford Township Police Department to have the current "Volunteer Fire fighter Parking Permit" affixed to the left rear bumper of the eligible vehicle. The fire fighter shall present, to the Records Unit personnel, their current driver's license and vehicle registration when requesting the permit(s). The permit(s) shall expire on the last day of December of the new calendar year.
(4) 
Volunteer fire fighter parking permits shall be reissued in January of the new calendar year. Reissuing procedures shall be the same as those for initial permit requests.
(5) 
All permit fees and costs shall be waived for volunteer fire fighters.
(6) 
All other parking regulations must be adhered to.
The permits and resident parking stickers issued by the Police Department shall be limited in use for extended parking to an owner's or lessee's residence area, they shall be destroyed when the owner or lessee removes from the residence area, and they shall be nontransferable either from person to person or from automobile to automobile. If an owner or lessee replaces his automobile, he must apply for and obtain a new permit and resident parking sticker. The sticker must be prominently displayed on the automobile for which it was issued (in a way consistent with Pennsylvania Motor Vehicle Code), and the corresponding permit must be produced upon demand by a Haverford Township police officer.
The application fee for permits and resident parking stickers shall be $3, payable to the Police Department.
The areas affected by these provisions shall be specified in Township resolutions as they are required.

Only vehicles with appropriate permits shall park in the zones set forth in Schedule XXIV (§ 175-99).
