The Board of Trustees hereby finds that it will benefit the
health, safety and welfare of the Village, its residents and its merchants
to adopt provisions regulating the maintenance of seasonal commercial
buildings within the Village and also to adopt provisions regarding
the cleaning and repair of windows and doors in seasonal commercial
buildings.
As used in this chapter, the following terms shall have the
meanings indicated:
Any transparent glazed door which affords a view to the interior
of commercial buildings.
Any commercial building as defined by the New York State
Uniform Fire Prevention and Building Code which is occupied for six
months or less.
Any transparent glazed opening which affords a view to the
interior of a building or a view of a display area within a retail
store.
A.
All debris shall be removed from seasonal commercial buildings. Such
premises shall be maintained broom clean at all times.
B.
All cracked or broken show windows and glazed doors in seasonal commercial
buildings shall be repaired or replaced as necessary.
C.
All show windows and glazed doors in seasonal commercial buildings
shall be periodically washed and maintained in a clean and sanitary
condition.
E.
The show windows and glazed doors of seasonal commercial buildings
shall be screened on their inside faces with any of the following
materials or combination of materials:
(1)
Earth-toned colored paper neatly installed with all seams straight
and uniformly taped.
(2)
Decorative-patterned paper, installed as above, which has been preapproved
by the Building Inspector.
(3)
A mural on backing or painted directly on the back of the glass.
(4)
Any combination of screening or displays as approved by the Board
of Trustees or by the Village Commissioner of Public Works.
F.
The screening in each seasonal commercial building shall have a clear
opening of two square feet to allow a view of the interior of the
store for security purposes. Such openings shall be installed no lower
than three feet above grade and no more than six feet above grade
and may be in either the show window or a glazed door.
