[HISTORY: Adopted by the Board of Trustees of the Village of Monticello 1-5-1976 (Ch. 133, Art. II, of the 1976 Code). Amendments noted where applicable.]

No person or persons, other than an honorably discharged member of the Armed Forces of the United States of America who holds a license issued pursuant to ยงย 32 of the General Business Law of the State of New York, shall pursue or carry on within the Village of Monticello the trade, business or occupation of hawking and/or peddling.
Any person or persons qualified under ยงย 196-1 desiring to pursue or carry on within said Village the trade, business or occupation of hawking and/or peddling shall make an application, in writing, to the Board of Trustees of the Village of Monticello for a permit or license to do so, stating the kind and nature of merchandise that the applicant intends to hawk or peddle.
Each license issued hereunder shall be valid for the period of one year commencing June 15 in the year of its issue, unless revoked by the Board of Trustees of the Village of Monticello prior to the expiration of said one-year period.
No license issued under this chapter shall include more than one person, nor shall same be used for the benefit of someone other than the licensee.
Each license issued hereunder shall be signed by the Village Manager of the Village of Monticello and countersigned by the Clerk of said Village, who shall keep a record thereof.

Each license issued hereunder shall be subject to such limitations as may be imposed by the Village Board of the Village of Monticello, both in respect to the areas where peddling may be conducted and the materials which may be peddled, all in accordance with the applicable laws of the State of New York.

For the purpose of effectively administering this article, the Village Clerk shall be paid a fee upon the issuance of each license under these provisions. The fee for such license shall be as established from time to time by resolution of the Board of Trustees.[1]

Any person committing an offense against any provision of this chapter shall, upon conviction thereof, be guilty of a violation, punishable as provided in Article III, General Penalty, of Chapter 1 of the Code of the Village of Monticello.
