The provisions of this article shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic or
in compliance with the directions of a police officer or official
traffic control device and (except by vehicles registered pursuant
to § 404-a of the Vehicle and Traffic Law or vehicles possessing
a handicapped parking permit issued in accordance with § 1203-a
of the Vehicle and Traffic Law) at any place designated by the Chief
of Police as reserved for handicapped parking and which shall, at
his direction, be clearly identified for use by handicapped drivers,
which designation may include the use of blue painted lines or markings
and the international symbol of access.

The parking of vehicles is hereby prohibited on all highways
within the Village between 10:00 p.m. and 6:00 a.m. from November
1 of each year to April 1 of the following year.

To provide for sufficient parking space for emergency vehicles, official
police and fire vehicles, vehicles of Village officials and individuals
transacting business with the Village of Monticello, there shall be
prohibitions upon the parking spaces and lots provided at the Village
Hall, Police Station, Fire Station and Justice Court for the Village
of Monticello.
(1)
There shall be no parking on Village property on the east side of
Pleasant Street commencing from the intersection of Pleasant Street
and Broadway to the intersection of Pleasant Street and Hammond Street,
except as otherwise provided. Official police vehicles and other emergency
vehicles shall be exempt from the restrictive parking provided for
in this section.
(2)
The Village Hall parking lot located between the Village Justice
Court building and Monticello Fire Department is restricted to individuals
while transacting business at the following buildings: Village Hall,
Fire Department, Police Station and Justice Court. Official police
vehicles, private vehicles of volunteer fireman on official duty and
other emergency vehicles shall be exempt from this section.
(3)
Parking is prohibited at all times in designated spots in the Village
Hall parking lot, except for those officials for whom the spaces are
so designated. Official police vehicles, private vehicles of volunteer
fireman on official duty during emergencies and other emergency vehicles
shall be exempt from this section.
The standing of vehicles is hereby prohibited at all times in
