Parking is permitted without fee in the locations hereinafter designated for a period not to exceed 15 minutes daily in any of the locations hereinafter identified:

A. 
It shall be a violation for any person to stop, stand or park a vehicle in the following areas designated as a space for handicapped parking unless the vehicle bears a permit issued under § 1203-a of the New York State Vehicle and Traffic Law or a registration issued under § 404-a of the Vehicle and Traffic Law and such vehicle is used for the transportation of a severely disabled or handicapped person. The designated handicapped parking spaces are as follows:
(1) 
The fourth and sixth spots on the north side of the municipal lot situate on the east side of Lakewood Avenue. The fifth and seventh spots on the north side of the municipal lot situate on the east side of Lakewood Avenue are hereby designated as "no parking" to facilitate the use of the designated handicapped parking spaces.
(2) 
Two additional handicapped parking spaces are allowed on Prince Street.

B. 
The Police Department shall be responsible for the installation, maintenance, policing and supervision of handicapped parking.
(1) 
Pavement markings shall be applied, where practicable, outlining parking spaces in the locations established by this section.
(2) 
The Police Department shall utilize such method(s) as it deems appropriate to identify vehicles parked in the zone to ascertain whether the vehicle has been properly parked in a particular location.
C. 
Any person committing an offense against any provision of this section shall, upon conviction thereof, be punishable as provided in § 252-46A(5).

A. 
Parking is permitted without fee in the locations hereinafter designated for a period of time not to exceed two continuous hours daily from 9:00 a.m. to 5:00 p.m., except Sundays and legal holidays. Nothing herein shall be construed to authorize or permit overnight parking in any of the locations hereinafter identified.
(1) 
Broadway from Pleasant Street to Jefferson Street.
(2) 
East side of Landfield Avenue from Broadway to North Street.
(3) 
East side of Liberty Street from Broadway to North Street.
B. 
The Police Department shall be responsible for the installation, maintenance, policing and supervision of two-hour parking.
(1) 
Pavement markings shall be applied, where practicable, outlining parking spaces in the locations established by this section.
(2) 
No parking spaces shall be applied at locations where parking, standing or stopping is prohibited pursuant to § 1202 of the Vehicle and Traffic Law or by this chapter or other provisions of the Code of the Village of Monticello where parking spaces are in conflict with such prohibitions.
(3) 
The Police Department shall utilize such method(s) as it deems appropriate to identify vehicles parked in the zone to ascertain the period of time such vehicle has been parked in a particular location. Expressly included as an acceptable method is the chalking of vehicle tires, which procedure does not preclude the use of any other method.
C. 
Any person committing an offense against any provision of this section shall, upon conviction thereof, be punishable as provided in Article III, General Penalty, of Chapter 1 of the Code of the Village of Monticello, except that violation of the overtime parking provisions of this section shall be punishable as provided in § 252-46.
