The preliminary plat shall be at a scale of not less than one inch equals 100 feet, with indication of true North.
The written application to the Planning Board for approval of a preliminary plat shall be accompanied by five black-and-white prints of the plat and two copies of all other required information.
The boundary of the tract to be subdivided shall be determined by an accurate survey made by the subdivider, which must be balanced, referenced to at least two permanent monuments, if reasonably accessible, to be determined by the Municipal Engineer, and closed within an error of one in 3,000.
The preliminary plat shall show:
A. 
Property lines of the land to be subdivided; the names of the owners of all immediately adjacent unplatted land; the location and right-of-way width of all streets and roads within 400 feet of any part of the land proposed to be subdivided; and indication of the gross acreage of the land to be subdivided.
B. 
A key map at a scale of not less than one inch equals 800 feet, showing the relation of the property to adjoining property and to all streets and roads existing within 500 feet of any part of the property to be subdivided.
C. 
Contours at vertical intervals of five feet or less for land with an average slope of 10% or greater, and at vertical intervals of two feet for land of lesser average slope; all existing watercourses; tree masses and isolated trees with a diameter of 10 inches or more; existing buildings, underground utilities, existing easements, existing water mains, culverts, sewer mains, drains and all other significant existing features. However, contours need not be shown for subdivisions with a gross area of less than two acres and involving no new streets or roads, unless specifically requested by the Planning Board.
D. 
Location and dimensions of all proposed and existing streets and alleys, parks, playgrounds and other public areas or easements; proposed building setback lines for each street; and lot lines and approximate lot dimensions.
E. 
Name of the property owner and of his agent, if any; the name of the surveyor responsible for the property survey; the name of the engineer or other professional person responsible for the plan; and the date of the survey and the plan.
F. 
The width and location of any street or other public way or place shown on the Master Plan within the area to be subdivided.
G. 
The proposed points of connection with existing sewer and water mains.
The preliminary plat shall be accompanied by:
A. 
Tentative written and/or graphic indications for all new streets or roads shown on the plat.
B. 
A written and/or graphic indication of satisfactory surface drainage of the land proposed to be subdivided.
The Planning Board shall give careful study to the preliminary plat, taking into consideration the requirements of the community and the best use of the land to be subdivided, together with its prospective character, whether residential, business or industrial. Special attention shall be given to such internal improvements and conditions as street widths and arrangement, traffic circulation, surface drainage and sanitation and lot sizes and arrangement, and to such neighborhood and community requirements as those of school grounds, parks and playgrounds and main thoroughfare widths and locations. In these and other respects the subdivision plan shall conform to the general development plan of the municipality, if such exists, and to such other development proposals for the area as may have been prepared by the Planning Board. Before taking action upon a preliminary plat, the Planning Board or its authorized representative shall view the land proposed to be subdivided.
Upon approval of a preliminary plat by the Planning Board, the Board shall endorse five prints of the plat to that effect, indicating the date of approval. Such modifications of the original plat as may be required by the Planning Board as conditions for approval shall likewise be shown on the five endorsed prints of the plat, and attached to each print shall be a written statement of other conditions for approval, if any. Two of the endorsed prints of the plat shall be returned to the subdivider, one shall be retained by the Planning Board, and two shall be filed with the Village Clerk.
