The Department of Community Development shall be responsible for the preparation of short- and long-range development programs for the Township as directed by the Township Manager.
The Department of Community Development shall be headed by a Director, who shall also be the Township Zoning Officer and shall be responsible to the Township Manager and majority of the Board of Commissioners for the performance of the function of the Department.
The duties of the Director shall be to:
A. 
Community planning.
(1) 
Prepare, review and maintain the Comprehensive Plan of the Township, including data collection, mapping and analyses.
(2) 
Provide administrative coordination of all applications for subdivision, land development and zoning changes.
(3) 
Provide technical and administrative staff assistance to the Planning Commission.
(4) 
Seek, submit and coordinate all grant applications which are pertinent to the Township.
(5) 
Supervise the lease, rental, sale or other use of property not used by other Township units.
B. 
Community health.
(1) 
Evaluate, review and take required action in all cases of communicable diseases, including the preparation of required reports.
(2) 
Coordinate public-health-related services.
(3) 
Provide health education programs.
(4) 
Provide laboratory services necessary to the work of the Department.
(5) 
Provide environmental health programs for the control of food, water, air, noise, animals and rodents, in cooperation with the Department of Community Development.
C. 
With the Finance Director, assist in the development of long-range fiscal plans.
D. 
Review and analyze ongoing programs, with the objective of upgrading and improving them.
E. 
Render assistance and staff work, as required, to the Zoning Hearing Board.
F. 
With the Department of Code Enforcement, enforce the orders of the Zoning Hearing Board.
